WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes February 27th, 2012 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:00pm Cecil Salinas led the invocation. Attendance: In attendance: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Diana Cole, Gary Dodd, Tom Frame, Pete Francisco, Cecil Salinas, Mike Troutman Commissioner Jeff Domenico and Commissioner Mary Lou Ramon Guests: James Canders City staff: Neighborhood Services: Marcie Gillette Chair Notes/Correspondence/Announcements: City Wide Ministries flyer was passed out. Community Open House and NPC Council training are coming up. Additions or Deletions to Agenda: none Minutes Correction was made under Public Service Announcements under Commissioner Ramon to change the wording from "Planning commission looked at some zoning on Michigan and Stringham." The word Stringham was changed to Main and Cliff. The minutes were unanimously approved by a motion from Mary Lou Ramon seconded by Mike Troutman. Commissioner Mary Lou Ramon also requested that the commissioner's names, who were members, be listed under members rather than Commissioners to avoid confusion. Police Report: Written reports were passed out by Officer Wilt who answered questions from the group. Public Service Announcements from Commissioners: Commissioner Domenico shared that Riverside will be closed again this summer during July and August. When they put the new bridge in, it created some water problems and now they need to replace some sewer pipes. Talks are ongoing with the owner of Battle Creek Grinding and Saw on Columbia about the disrepair of the building. Budget talks will be upcoming. Medical marijuana will also be on the agenda in the coming months. Commissioner Ramon: Proposed a special use liquor permit for non-profits. She explained this stemmed from the BCMAMS wanting to have a beer tent on the main grounds during the Leilapolozza rather than being on the museum grounds. There will be 3 requirements to receive the special permit. 1) Have to be a non-profit 2) only one per month 3) must use beer at normal rate, no discounts for kegs. She answered several members' questions. She encouraged members to contact her with their opinions. Committee Reports: a. Membership : Linda handed out attendance sheets for the previous year. The membership roster needed updating so Linda contacted everyone on the members list except one individual who has moved. Opal Bell and Melinda Adams resigned many months ago and their names will be removed from our membership. A motion from Mike Troutman with support from Dave Weaver to send in the revised membership list and the renewal of members to the city. The 7 members who are up for renewal are: Diana Cole, Joyce Garrett, Cecil Salinas, David Weaver, Gary Blagg, Tom Cramutolo, and Mike Troutman. b. Beautiful Battle Creek Award- Commissioner Mary Lou Ramon said that our Beautiful Battle Creek Awards were not being presented and stated that she felt there was some miscommunication between the city and our minutes concerning these awards. Linda will check into this. c. CDAC: Linda Patenaude – March 6 is the public hearing for the CDAC awards. It will be held downtown in the chamber at 7pm. d. Neighborhood Planning- not available e. Woodland Park- Mike Troutman reported that the park has been busy, with lots of snowshoe and cross country ski prints appearing. There will also be a clean-up in April on a Saturday. Date to be determined. City Staff Report: Marcie Gillette handed out code reports showing the continuation of enforcements stemming from property surveys. The city is partnering with NIBC, Humanergy and the non-profit Alliance, trying to boost participation in NPC's and why residents should be engaged and involved. Peer to peer discussion and specific training will be held on a Saturday in March 17th. New Business: A motion to elect the incumbents was made by Mary Lou Ramon and seconded by Mike Troutman the vote was unanimous. Jeff Koteles-Chair, Dave Weaver-Vice-Chair and Linda Patenaude-Secretary Program: Operations Manager, James Canders, from the WK Kellogg Airport shared information about the airport. There was a 20% drop in flights, due to Western flight schools slight drop in enrollment. Battle Creek has moved from the 3rd busiest airport to the 5th in the state. The school enrollment is now up and some expansion of the school is expected. The noise study done a year ago just got approved one week ago. The airport is looking into funding to implement noise reduction plans born of that study. At the Air National Guard base theC-21's going away. The C-27's were supposed to be coming here , but there is talk of cancelling that program. If we don't get the C-27's we will lose the airports flying missions. Once the flying missions are gone from an airport it is almost impossible to get them back. In the event the Air National Guard missions leave, several contingency plans are in the works for the buildings and airspace available. If residents have noise complaints call the general airport phone number. Please be as specific as possible about the time, type of plane, position of wings (high or low) color of plane. If you can get the last 3 digits of the plane it is helpful. They only know about noise if they are told at the airport and would like to hear if you are experiencing problems. Old Business: none Comments for the Good of the Order: a. Public Comments: none b. Member Comments- Dave Weaver requested a change of date for our May meeting since it is Memorial Day. Marylou Ramon motioned to move the May meeting to the 21st with support from Mike Troutman. Motion passed. Dave Weaver shared the upcoming speakers list: March: Chris Dopp from Battle Creek Public Works Dept. who is responsible for the design and construction of all street, bridge, water, and sewer improvement projects in the City. April: Lakeview Schools Superintendent David Peterson May: Drain Commissioner June: Woodland Park Reminder that there will be a Woodland Park clean-up in April on a Saturday Concerns about the rate hikes for sewer/water were addressed. Our commissioner will be vigilant in checking into the budget. A reminder about getting a colon cancer check-up was given by a member who had a malignant polyp. Membership in NPC's and motives for joining were discussed. Adjournment: Meeting was adjourned at 8:38 pm Next Meeting: Monday, March 26th , 2012 Chris Dopp our City Engineer who is responsible for the design and construction of all street, bridge, water, and sewer improvement projects in the City. The City Engineer also oversees the Field Services Division and Parks Division for the City. The Engineering staff is also responsible for maintaining all public infrastructure records for the City.
