North Central Neighborhood Planning Council #2 Meeting Notes ~ October 9, 2012 ~ Neighborhoods, Inc. 1. Call to Order & Welcome: Meeting was called to order at 7:10 p.m. by L. Gray, Secretary. 2. Attendance-Members present: Jeffrey Dinkins, Scott Hutchings-FHC, Lynn Ward Gray, Kitty Hillian, Bill Phillips-NIBC Members Excused Absence: Samuel Gray, Judith Jones, Fredrico Porter, Tammie Porter and Betty Settles Absent: Steve Lee, Keith McDonald, Sheryl McDonald, and Dorothy Young City Staff: Eric M. Morris, Ofcr. Chad Francisco Guest: None. 3. Approval of Previous Minutes: No quorum present, unable to approve July 10, 2012 minutes and August 13, 2012 community meeting notes. September 11, 2012 meeting notes were not provided. 4. Correspondence (sent/received) & Announcements: S. Gray sent the Summer 2012 BCATS newsletter The Signal and new NPC brochures for all NPC’s to use from NIBC. J. Dinkins announced Thanksgiving Dinner at Washington Heights UMC on Thanksgiving Day, 12-2 p.m. Founders T.J. & Marilyn Walters will be honored. L. Gray announced, 1) Thanksgiving Dinner served at First Baptist Church, 1-3 p.m. on Thanksgiving Day, 2) Candidate Forum for U.S. & State House races, Oct. 15 at 6:30 p.m. at First Congregational Church, 3) Party Politics event hosted by the BC Area Chamber on October 11, 5-8 p.m. at Holiday Inn, and 4) If you has NPC2 brochures from our summer community meetings left over, please return them. 5. Committee & City Staff Reports: a. Police Department: Ofcr. Francisco reported B & E’s are still up & getting out of hand, a task force has been formed, they have been in place about one month and doing great work. Possession of drugs are up and gang activity is a problem as well. J. Dinkins expressed a problem a resident on E. Northside Dr. was having. L. Gray brought a concern forward regarding students at Battle Creek Central. A question was asked about enterprise zone and tax breaks. b. Neighborhood Services-City Staff: E. Morris stated many residents have been good at taking pride in their properties. Still have some front yard parking. c. Beautiful Battle Creek Award: L. Gray/S. Gray submitted a list of 15 homes they would like to recognize while canvassing NPC2 in preparation for the NPC2 community meetings. The list along with tonight’s nomination of 247 Oneita St. will be submitted for the BBCA. d. Membership: None. e. City/County Commissioner(s): Reported out on the following, 1) partially attended the Black on Black gun violence community forum hosted by Rev. Holley/UCMA that took place just before tonight’s meeting, 2) Ethics Policy being revised should see it on agenda in the next month or so, 3) Police matter with off-duty officer DUI has been put on hold awaiting results of both investigations before the commissioners will revisit next steps. f. Battle Creek Public Schools: No representation present. 6. Guest Presentation: All Species Kinship (A.S.K.) – Sent regrets, will be rescheduled. 7. Old Business/New Business: L. Gray & J. Dinkins volunteered to serve on the Nominating Committee for the November 12, 2012 NPC2 officer elections. 8. Public Comments/Member Comments: None. 9. Next Meeting: Monday, November 12, 2012, 7:00 p.m. at Neighborhoods, Inc., 47 N. Washington Ave. ****Please Note Date Change Due to Election/Commission Meeting *****. 10.
