Minutes
1. Call to order and welcome: Chairperson- Joe Hooper
2. Attendance: Members-Ron Sweet, Samuel Gray, Larz Martin Bey, Prentice Thompson, Kitty Hillian, Jeffrey
Dinkins, Bettie Robertson, Geraldine King, SWMCDC-Yvonne Powell, Lynn Ward Gray-excused, Guests:BCPC-
Brad Gentry-Ryan O’Connell, Chris Lussier-City of Battle Creek, Kelly Dillman- BCPD Byrne Grant, SWMCDC -
Nancy Walker-Kristyn Denison.
3. Approval of minutes: A motion was made and 2nd to approve the June 12, 2017 minutes; motion carried.
4. Correspondence & announcements: Kelly Dillman was introduced as a new member of the team through the
Byrne Grant-Police Department, she will be engaging residents.
5. Committee & Staff Reports:
a. Police Department- Officers’ Brad Gentry and Ryan O’Connell gave verbal report, for month of June 1 thru
June 30, 17. There were 10 damaged properties, 135 foot patrols, 84 traffic stops. BCPD have some new
locations of sign posts- that monitor traffic and will give a red signal if the speed exceeds the limit, these are
at Goodale and Hubbard, North Ave and Parkway. They measure amount of traffic per day, the average
speeds and number of violations.
b. Neighborhood services- Chris Lussier, MSHDA grant Nancy Walker. Chris indicated that were more people
that had requested paint voucher and the program is still available. Sam and Larz had worked on a flyer and
Nancy printed flyer for each folder/sector to pass out this week prior to the Town Hall meeting on Monday
July 17, 2017 at 6:00 Faith Temple 382 North Washington Avenue. Chris, Bettie and Prentice will work on
the guide for the program giving examples of possible projects and costs. This is from information that Chris
has from other project from Virginia. NPC members took flyers with maps of their sectors to pass out . The
goal is reach as many homeowners in the designated areas prior to the meeting. Additional information on
the city paint voucher program and minor home repairs will be available at for those interested and may not
qualify for other programs. Joe will send out donation letters to businesses and individuals that may want to
contribute goods or money to the project and landscaping day.
c. Beautiful Battle Creek : none
d. Membership: none
e. Committee Report: Engagement- Samuel Grey- Information was given on the Meet Up and Eat Up
Program- dinner meals, Second Baptist program is in danger of closing for lack of participation. He
encouraged members to get the word out. Jeffrey, stated that people who may go to Upton Avenue may
want to know about this program since that program only does lunches. She volunteered to take the flyers
to that site to help promote the evening meal. Jeffrey also indicated that if NPC2 was still going to do the
back to school backpack even, the youth at Second Baptist were planning to do an event and wanted to
know if NPC would partner. The council agreed and hten they have selected a date for Jeffrey to let the
NPC know. There are partners willing to provide supplies for the backpacks. There is also a gift card with
money that was left over from last year to be used for the event. Jeffrey will contact Second Baptist for the
date and any other information. Sam also informed us of National Night Out is scheduled for August 1, at
Mill Race park, 5pm-8:pm. All the police departments are participating, along with Target. There are
activities for kids, food, give aways. In the past NPC2 has had an information table to promote the council
and encourage membership. SWMCDC has also participated in this event and helped to sponsor some of
the activities.
f. Announcement: Chris Lussier- city is having a City Fair at Farmers Market Squire on July 12, 2017 from 9:00-
1:00. This is featuring city services and various departments will be represented.
g. Elected Officials- Lynn Ward Gray- excuse recuperating.
h. Community Comments - Pastor Brian Steele- Pastor of both Christ United Methodist (Urbandale) and now
Washington Heights UMC, came by to introduce himself to the council. He attends NPC5 where he is
member but is interested in assisting NPC2 where Washington UMC church is a part of the neighborhood.
i. Motion to adjourn meeting: 2nd passed and meeting adjourned
