Thursday, January 12, 2012 Michigan Tile & Carpet, Community Room 7-9:00 p.m. 1. Call to Order / Time Convened: 7:00 p.m. 2. Attendance: All present signed in? Yes Members: Cynde Foster, Chris Simmons, Trudy Hall, Joel Fulton, Tim Conlogue, Ward 4 Commissioner Elizabeth Fulton Absent: Excused: Phyllis Hopkins, Susanne Moreno-Thurman, Gloria Mansfield City Officials: Susan Bedsole, Ward 1 Commissioner Mary Lou Ramon Guests: Kim Jankowski (Principal-Coburn Elementary), Jolene Lussier, Carrie Redner 3. Addition or Deletions to the Agenda: 4. Approval of the Previous Minutes: No Quorum 5. Correspondence and Announcements: 6. Speakers: 7. City Staff Reports: a. Golden Service Reports: Susan Bedsole - NPC Reports passed out. Nothing significant going on. Code officers will now be attending NPC meetings every other month. b. Police Department: Sgt Martin Brown and Officer Joel Case – There’s been an epidemic of break-ins on Columbia Avenue in commercial buildings, especially strip mall type buildings. The thieves are entering unalarmed businesses and then crawling through the ceilings to get to the other businesses. Committee Reports: a. Commissioner Reports: Vice Mayor announced that CDAC/CDBG public funding was at a stalemate with a 4 to 4 vote. Next workshop and vote coming up to decide whether to continue it on January 18th at Department of Public Works. b. Schools: Kim Jankowski announced that her 1st Graders did a “Feed the Streets” project and had a great time doing it! c. Membership (new additions/deletions): Vote on the acceptance of membership of Jolene Lussier and Carrie Redner in February. d. Beautiful Battle Creek Award: 26 Arbor, St. Johns Evangelical Church e. Businesses – 8. Old Business to be finalized: Chris Simmons reported that the meeting regarding the Old Mercy Pavilion had positive results and we should see movement on the issue in the next couple of months. 9. New Business: Presented spot Zoning of Capital Avenue SW at the request, Jerry Gault, the owner of Marketing Plus who would like his building to be zoned residential. The consensus of the NPC members was not to engage in the support of spot zoning. 10. New Business for Future Meetings: 11. Public /Guest Comments? 12. Members Comments? Chris Simmons spoke to Dangerous Buildings Meeting about Mercy Pavilion as requested by this council. Spoke with representatives from Bronson after the meeting and they indicated that the building would begin the demolition process in about two months. 13.
