1. Call to Order / Time Convened: 7:05 p.m.
2. Attendance: All present signed in? Yes
Members: Cynde Foster, Phyllis Hopkins, Gloria Mansfield, Joel Fulton, Tim Conlogue, Vice
Mayor Elizabeth Fulton, Trudy Hall, Chris Simmons, Susanne Moreno-Thurman, Carrie Redner,
Jolene Lussier

3. Addition or Deletions to the Agenda:
4. Approval of the Previous Minutes: Approved the Minutes from March. Motion by Phyllis
Hopkins, 2nd by Cynde Foster, motion carried unanimously.
5. Election of Officers: Elections were re-done due to two members not yet being confirmed
by the City Commission at the time of the previous vote. Tim Conlogue was unanimously
elected as Vice Chair. There was no one who ran for Secretary. The vote for chair was 6 to
3 electing Joel Fulton as Chair.
6. Correspondence and Announcements: Week of May 7th is Yard Waste pick up (4ft
Lengths), May 18th 5-9 p.m. downtown is “Spring into the Arts”, and May 28th is soil testing
7. Speakers: None.
8. City Staff Reports:
a. Golden Service Reports: Todd Nowicki – Focused on Rental Unit Renewals; Gloria
Mansfield complained about excess cars at Hagan’s Automotive and improper
parking.
b. Police Department: Sgt. Fickle – At Coburn Elementary having a few problems wth
kids loitering and kids who are not supposed to be there during regular hours

d. Beautiful Battle Creek Award: 15 Pioneer, Shahanna Otavo
e. Businesses – Trees along the Capital Avenue SW Corridor between Territorial and
Dickman will be coming down.
8. Old Business to be finalized: Chris Simmons gave an update on the Demo of Lakeview
General Hospital and things are progressing.
9. New Business: Supported the Community Garden @ Arbor Academy by unanimous consent
