1. Call to Order / Time Convened: 7:01 p.m.

Members: Cynde Foster, Gloria Mansfield, Joel Fulton, Tim Conlogue, Vice Mayor Elizabeth
Fulton, Carrie Redner, Jolene Lussier
Absent: Chris Simmons
Excused: Phyllis Hopkins, Susanne Moreno-Thurman, Trudy Hall
City Officials: Jeanette Cook, Ward 2 Commissioner Lynn Ward-Gray
Guests: Kim Jankowski, Stacy Stempien, Grace Cowen
3. Addition or Deletions to the Agenda: None
4. Approval of the Previous Minutes: Approval of minutes from April and May, motion by
Cynde Foster and 2nd by Jolene Lussier
5. Correspondence and Announcements: None
6. Speakers: Grace Cowen of Gracious homes spoke about the mission of helping women
transition from dependence to independence by teaching life skills and surrounding them
with structure and support. They have basic needs for this program and depend on
support from the private sector and private individuals. The home is located on Tennyson
Avenue and Grace also handed out a wish list of items that individuals can help provide if
they feel led to help.
7. City Staff Reports:
a. Golden Service Reports: Jeanette Cook – Working on enforcements; property
inspections coming due and enforcement taking place; rental renewals taking place
b. Police Department: No officer present.
Committee Reports:
a. Commissioner Reports: Commissioner Gray – Workshop on 911 surcharge coming up.
Juneteenth celebration on Saturday June 16th at Claude Evans Park. City Manager
review being voted on Tuesday June 19th. Ethics workshop coming up. Medical
Marijuana moratorium expires on June 30th. Commissioner Gray is starting a new
series on Access Vision called “Keeping you Informed” every Wednesday at 5:30 p.m.
for the next four months. Vice Mayor Fulton announced that a workshop will be
coming up on Economic Development involving the Capital Avenue SW corridor.

d. Beautiful Battle Creek Award: 25 South Beckman
e. Businesses – Trees along the Capital Avenue SW Corridor between Territorial and
Dickman have come down and the sidewalks have been repaired. Looks a bit barren right now but
hope to begin the process of developing the business district here.
8. Old Business to be finalized:
9. New Business: Motion by Cynde Foster not to meet in July and to have our next meeting in
August; 2nd by Gloria Mansfield, motion carried unanimously.
10. New Business for Future Meetings: Joel Fulton will speak on TASERS in August.
11. Public /Guest Comments? Commissioner Gray announced that the Battle Creek Community
Foundation will be holding their annual meeting on August 22nd at 4 p.m. at Binder Park
Zoo.
12. Members Comments? Vice Mayor Fulton turned in her resignation as a voting member of
NPC#3 citing that she wishes to avoid all conflict of interest and any impropriety. She will
continue to attend the meetings and be involved but just not in a voting capacity as many issues
that we address eventually come before the full commission.
