Thursday April 13, 2017
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on April 13, 2017. The meeting convened at
6:59 pm with Council Vice Chair Joel Fulton presiding.
2. Attendance: Call to attendance by sign-in.
Members: Gloria Mansfield, Cynde Foster, Phyllis Hopkins, Scott Edwards, Joel Fulton
Absent, Excused: Timothy Conlogue, Patrick Barnett, Ryan Lothschultz
Absent, Unexcused: Kim Plested
City Commission: Lynn Ward Gray
City Staff: Officer Carl Van Dyke, Jacqueline Slaby, Darren Campbell
Guests: Amanda Lankerd, Scott Cubbenly, Linda Lireke, Christian Allwardt,

4. Approval of the Previous Minutes: None, No Quorum
5. City Staff Reports:
Police Department: BCPD officer Carl Van Dyke distributed Police Reports, gave an oral report of recent public
safety and police department updates to the council. The officer also answered questions. Council members and
guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-
emergency line number is 269.781.0911
Code Compliance: Jacqueline Slaby distributed code reports, gave an oral report of recent code issues, and
answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and
city code issues, other business and solutions.
Committee Reports:
Commissioner Reports: Lynn Ward Gray spoke to the council and guests about recent and up-coming issues
for the city commission. Council members, city staff and guests engaged in an open discussion.
Area Schools:
There was no representative from the Lakeview School District or Battle Creek Public Schools.

Beautiful Battle Creek Award (Residential and/or Business):
Residential: 509 Orleans Ave
Business: 636 Capital Ave SW, East to West Jade
Businesses Report: The council made note of recent activity of businesses

9. Speaker:
Darren Campbell, Engineer, City of Battle Creek Department of Public Works spoke to the council and guests on 2017
road projects. Darren answered questions and the council and guest engaged in an open discussion.
Amanda Lankerd with B.C. Vision spoke to the council and guests about upcoming engagements, discussions, ideas and
surveys with B.C. Vision. Amanda answered questions. The council and guests engaged in an open discussion.
