Central Neighborhood Planning Council – NPC3 Trinity Neighborhood Center 10 W. Bidwell St. Battle Creek MI 49015 Minutes of October 13, 2022 CALL TO ORDER/TIME CONVENED; Called to order at 7:01pm ATTENDANCE; MEMBERS: Cynde Foster, Cari Briggs, Gloria Mansfield, Trudy Hall, Penny Dill, Tim Conlogue, Robert Kist, Jack Montague EXCUSED: Pastor Janet Wilson, Carla Berner, Al Berner, Elisha Hodge, Bryan Mayes, Tim Cole GUESTS: Sherry Sofia (City Commissioner), Chris Simmons, Jim Haadsma (State Rep) CITY STAFF: Chris Lussier ADDITION OR DELETIONS TO THE AGENDA; None APPROVAL OF THE MINUTES; Motion by Trudy Hall 2nd by Cari Briggs to approve the minutes of September 8, 2022 Carried CITY STAFF REPORTS: Police Department: None Code Reports: Chris Lussier handed out the Code Reports. He also said they are trying for PD and Code officer will be in attendance. COMMITTEE REPORTS; Commissioner Report: Sherry Sofia reported that on the next Commission Meeting (October 18th) the subject of Marijuana hours (going from closing at 9pm to midnight) will Be discussed. Jim Haadsma gave us information from the State on where some of the Covid Money went-to out reach companies, new scholarship plans, fortified health counciling for health Workers, emts, pd. Schools: Battle Creek Public/Lakeview Public Districts: None Membership (new additions/deletions): NPC 3 had 6 new members approved at the October 4, 2022 City Commission Meeting Beautiful Battle Creek Award: R- 223 Winter St. B-none Business Report: None OLD BUSINESS TO BE FINALIZED: Calendar of upcoming meetings to be done to end of 2022 and first 6 months of 2023. Since the covered bus stop in front of Nina’s was removed, where Did the trash container our NPC placed next to it go?? A call will be placed to find and replace it to a new location. NEW BUSINESS; None NEW BUSINESS FOR FUTURE MEETINGS: Discussion on Speakers for Future Meetings-Chris Lussier said he would contact Ted Dearing to send someone from the Downtown Development Area; Planning & Zoning Dept. to explain the changes made where zoning codes were made smaller. SPEAKER: None PUBLIC?GUEST COMMENTS: None MEMBER COMMENTS: It was mentioned that the Church (painted blue and on the corner of Bidwell/Foster) plays loud music several times during the week, and parks blocking fire hydrants And peoples driveways; and, when asked to turn the volume down or parking change they are yelled at….not being good neighbors to those near by.
