program: John Hart, CCD corp, contractor for economic development for the city
Gave an interesting hour long discussion on small business development. Distributed handouts
detailing staff and city of BC appendix for EDF programs and services. Highlights; revolving loan fund for
mini grants , small loans ( up to 50 K ). District development, possibly Goguac Lake development,
redeveloping NE Capital rental properties. Talked up BC Cargo - pop up shop market place. Treat
downtown and each neighborhood business district distinctly, determine the best strategy for each
neighborhood district to grow small business. Downtown housing encouraging. Wolverine Tower's 23
units have been fully occupied since 2010. Rock wall climbing gym ( old CC Business Supply )
encouraging other developers. Marketing property such as Imperial Carpet and Tile, that is listed as a
dangerous building needs improvising in order to secure bank loans. Leah said the library is also a
resource for small business through book a librarian.

Our npc leading calls for service in May at 13%. Distributed handout detailing traffic stops and
burglaries. NE Capital drug raid. No detour route for Cap NE construction. Cars were turning L on
Emmett despite the no left turn sign.

No report notes available electronically. With the abundant rain, standing water breeds mosquitos
noted as a possible public health issue. 488 Cap NE , lament that nothing is getting done.

Working on grant, need to decide on project. The big three include; 1 dog park, 2 lighting project
beginning on Cherry St. , 3 porch projects; fix up front porches, repair, paint, re landscape.
comments: Mary Lusk handed out flyers for the July 25 health fair at FP Church. Mark gave criticism of
zoning board management. Mary found the meeting interesting and informative, Leah had hats and
handouts detailing lots of activities this summer at the library, Debbie talked of a dog park meeting.

Free Painting Kits: Code Compliance has teamed up with ePaint Recycling to offer free painting
kits for home projects. Applicants MUST own their residential property within the City of Battle
Creek, submit photos demonstrating a need for paint, and may not apply more than once per
calendar year. No income restrictions and projects do not have to be a result of code violations.
