MEETING MINUTES URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Second Monday @ 7:00 p.m. DRAFT MINUTES May 13, 2024 1. Call to Order & Welcome @ 7:01PM 2. Attendance [Member (M) Guest (G) City Rep (C)]: Curtis Roberts (m), Sharlene VanLuven (m), David Moore (m), Kathy Antaya (m), Kristin Blood (m), Otto Olson (m), Nancy Hoard (m), Johnny Vick (m), Heather Stratton (m), Sara Schmanske (m), Roger Ballard (m), Joanna Hacker (m), Dinah Hoke (g), Paula Noaeill (g), David Noaeill (g), Rota Olson (g), Bernadette Lewellan (g), Jim Haadsma (g), Mary Bourgeois (g), Cecil Rose (c) , Eric Morris (c) EXCUSED:Robert Whitfield, Terry Lancaster, Catherine LaValley, Pat Graw 3. Approval of Previous Minutes: #11 of April Minutes need to have June changed to May and Dina changed to Dinah. Moved by Roger B and supported by Otto O, no discussion, voted yes by all. 4. Chair Notes/Announcements/Correspondence: Kathy A noted that the city commission postponed last week’s meeting to this week. This week there will be a vote on the police conduct review board, public hearings for 2024 action plan for federal funds, as well as regular business. Kathy A also highlighted the current DPW quarterly newsletter. 5. Additions or Deletions to the Agenda: None 6. Police Report: Officer Rose was present and discussed the provided crime report for our area. There has been an increase in retail theft and stolen trailers. Residents were encouraged to lock their cars, trailers and homes regularly. Officer Rose noted that another traffic blitz will be happening soon and he’ll be training for bike patrols within the city. Q&A focused on motor cycle speeding and 209 closing and the impacts on those who are unhoused. 7. Guest Speaker: Dinah Hoke with Leila Arboretum was present to discuss various events taking place this upcoming year. May 17, 18 & 19 there will be a plant sale at Leila, the farm stand will be opening May 21st, June 1st will be the Urbandale planting, June 29th there will be a car show, July 27th Leilapalooza, along with various other activities that can be found here: https://lasgarden.org/ There was a short Q&A session. 8. Committee Reports: (Comments limited to 3 min per topic) a. School: None b. Code Report: Eric Morris was present and discussed the provided code report. He has completed our area’s surveys. Q&A focused on weed inspections and fencing. c. Food Pantry: None d. Library: Kathy A reminded those present that on June 17th @ 6pm there will be a community conversation cafe held at the church, being hosted by the Library. e. Nominating committee:None 9. New Membership & Renewal: None 10. Beautiful Battle Creek Award/Nominations: Sara S mentioned there were some errors in previous nominations that she has remedied with the city’s support. Nominated 78 Bynum Dr. Sharlene V moved to award 78 Bynum Dr, supported by Otto O, no discussion, all voted yes. 11. Old Business: Kristin B reminded those present that the senior expo will be taking place May 23 at Kellogg arena. Kathy A highlighted the Fell Park clean up success and the generous support of Otto O and all those who showed up. 12. New Business: Kathy A reminded those present that there is no June meeting and in July Cheryl Roberts, with senior services will be the guest speaker. For the month of Aug both Consumers and Semco will be presenting on home energy audits available to residents. 13. Public Service Comments from Commissioners:Roger B reminded everyone that there is a swiss steak dinner this Saturday at the church for a cost of $15. Jim Haadsma was present and discussed the current house legislature business, which has focused on the budget for 2024/25, which needs to be approved by July 1st to go in to effect Oct 2024. Q&A took place and Mr. Haadsma provided his cell 269-317-5502 14. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: Mary B stated that Juneteenth will be coming up and on June 14th in Washington Heights the movie Wish will be playing. On Juneteenth at Claude Evans park there will be music, games, food, etc celebrating Juneteenth (starts at 11). There is a prayer breakfast this Thursday at Kellogg arena. She also mentioned that the Helen Montgomery Memorial is looking beautiful and lifted up the work Kathy A has done there. b. Members Comments: David M mentioned that Mary Lou Ramon, former commissioner, had passed away recently. Curtis R asked about the old bank at Michigan and what might be going in there. Roger B confirmed that Speeds wasn’t opening until after June. Kathy A took a moment to remind folks that those whom are unhoused are not necessarily criminals 15. Next Meeting: JULY 8 @ 7PM 16.
