BELGRADE CITY COUNCIL MEETING MINUTES
COUNCIL CHAMBERS
Special Meeting
Tuesday, June 29, 2021
7: 00 PM
This meeting was open to the public and attended in person and online via the Zoom video
platform.
Mayor Russell C. Nelson called the meeting to order. Council Members in attendance
were: Brad Cooper, Mike Meis, Jim Simon, Kristine Menicucci, Jim Doyle and Ken Smith.
City staff in attendance were City Manager Ted Barkley, City Clerk Susan Caldwell,
Public Works Maintenance Ed Roe, Finance Director Diane Eagleson.
Others in attendance were Morgan Scan, Judy Doyle, Laura Larocco„ Patti Dicks and
Richard Dicks.
City Staff in attendance via zoom were City Engineer Tom Eastwood, Public Works
Operator Brandon Allen. Others in attendance via zoom were Diana Setterberg and Eric
Reinhardt.
PUBLIC FORUM
Mayor Nelson called three times for public comment. There being none the public forum
was closed.
DISCUSSION AGENDA
Consider Audit Presentation for Fiscal Year Ending June 30, 2020
Morgan Scarr, representing Amatics Group, reviewed the management and analysis
reports related to the City' s financial reporting for fiscal year ending June 30, 2020. They found
nothing purposefully wrong, however there were 3 findings related to internal controls and
timeliness of financial reporting. Scary noted that annual audits were due no later than 12
months from the end of a fiscal year so tomorrow was the deadline for this particular fiscal year
being considered at this meeting.
Discussion followed about staff illnesses during the pandemic and other staff shortages.
ACTION: Council Member Cooper moved to accept the audit report for FY 2020.
Council Member Menicucci seconded the motion. All voted aye, motion carried
unanimously.

Consider Draft Budget for Fiscal Year Ending June 30, 2022
City Manager Barkley noted that the County would not be able to provide our tax
information until the first Monday in August. He said he would bring forward several items that
were known so Council could review and provide direction. Public hearing and action would be
schedule in August.
Discussion followed about upcoming projects, improvements and available funding.
Barkley anticipated a 3% cost of living increase with some market adjustments for identified
positions based on the pending compensation study. He noted plans to base Police wages
according to local market.
Council discussed items they wanted to see in the upcoming budget to include continued
and/ or increased contributions toward the Streamline Bus service, updating the City webpage
and progress toward creating a second City parking lot near the old Belgrade Lounge near the
railroad tracks.
Mayor Nelson called for public comment. There was none.
City Manager Barkley announced that Police Chief E. J. Clark had given notice of his
retirement on August 24, 2021. He had worked with the City and in Gallatin County for over 30
years.
