We will do our best to start council meetings on time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear what you are saying. ADDITIONS TO THE COUNCIL MEETING AGENDA In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council cannot take official action on it with some exceptions. The Council can act on matters relating to potential or real emergencies. Council may add a matter of agency business to its agenda through majority vote. The Council should state the reason why the action item is being added to the agenda. Council may vote to add an action item(s) to the agenda 1 V. Please limit comments to three minutes maximum. VI. COMMUNICATIONS (written) Trinity United Methodist Church Fundraiser- 5K in Governor’s Park on October 7th-8th, 2022. Call for a motion/2nd to remove from Table. Call for a motion /2nd to approve the 5k Race scheduled for October 7-8, 2022 in Governor’s Park. Aumans Key Shop (AKS) request to purchase 146 S. Water Street parking lot owned by the Borough. Property will need to be listed for bid because the value is over $15,000. Call for a motion/ 2nd to put the property out to bid with the right to refuse any/ all bids. YMCA Summer Program request to use Governor’s Park Pavilions #1, 2 and 3 Monday, June 13- Thursday, August 25, 2022. Call for a motion/ 2nd to approve YMCA Summer Program’s use of Governor’s Park Pavilions #1, 2 and 3 Monday, June 13-Thursday, August 25, 2022. Faith Centre 15th Annual Walk/Run 5K on October 15, 2022, and Howl-oo-ween Pooch Parade. Call for a motion/2nd to conditionally approve the date of October 15, 2022 for the Howl-oo-ween Pooch Parade. CATA Announces return of Sunday services and extends pass discount. FYI. No council action is requested. Herbie’s Hometown Loop request for August 20, 2022. Call for a motion/ 2nd to conditionally approve the date of August 20, 2022 for Herbie’s Hometown Loop. Bellefonte Emergency Medical Services Municipal Update. FYI, No Council action is requested. 2023-2026 Centre County MPO Transportation Improvement Program Public Comment Period Friday, April 29 and concludes at 5:00 PM on Monday, May 30, 2022. VII. CONSENT AGENDA All items listed on the Consent Agenda are considered to be routine and will be acted upon by a single motion. There will be no separate discussion of these items unless members of the Council request specific items to be removed for separate action. Call for a motion/ 2nd for a correction and approval of the Stover McGlauglin Invoice. Call for a motion/ 2nd to approve the 3/21/22 Meeting Minutes as amended. Meeting Minutes of March 7th 2022 Call for a motion/ 2nd to approve the corrected meeting minutes of March 7th 2022. Borough Retirement Party is scheduled for Thursday, June 9th, 2022 at 2pm-4pm in Council Chambers. FYI, no Council action is requested. Chapter 575 Zoning, Article XXI Signs Ordinance No. 05022022-01. Call for a motion/ 2nd to approve Sign Ordinance No. 05022022-01 as amended. LERTA Program – at their regular meeting on April 26th, the Bellefonte Area School Board unanimously approved a Resolution to join Bellefonte’s LERTA program. The Centre County Commissioners plan to have a “first read” of their LERTA Ordinance at their meeting on May 3rd. FYI. No council action is requested. Train Station bid acceptance letters Mid-State Roofing & Coating and Romanworx painting. FYI. No council action is requested. RFP- Paving Bids were due Monday, May 2, 2022 3pm. Call for a motion/ 2nd to allow staff to review, approve and select paving bid. Short Term Rental Draft Ordinance as received from and recommended by the Borough Planning Commission. Call for a motion/2nd to consider substantial changes to the draft ordinance. If substantial changes are approved, then staff will re-draft the proposed ordinance accordingly and resubmit it for further consideration. X. NEW BUSINESS Consider reducing the number of Financial Reports Currently Provided to increase staff efficiency, time and paper usage. Call for a motion/ 2nd to keep the following financial reports: Budget v. Actual, Budget v. Actual Summary, Voucher Summary and Treasurer’s Report. Consider Resolution No. 05022022-01 Cannabis Legalization. Call for a motion/ 2nd to approve the Resolution. Consider Resolution No. 05022022-02 recognizing Tom Zilla for his years of service to Centre Region Planning and the Metropolitan Planning Organization (MPO). Call for a motion/ 2nd to approve the Resolution. Bellefonte awarded PennDOT Transportation Alternative Project Grant in the amount of $325,000.00 for work on S. Spring and W. Bishop Street Streetscape improvements. FYI, No council action is requested. Bellefonte awarded DEP 902 Recycling grant in the amount of $310,070.00 for Musser Lane Composting projects (Pad Extension; Skid Steer and Compost/Mulch Bagging Equipment).
