Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On October 15 at 1:00 PM in City Council Chambers, there will be a Special Meeting for a work session on the proposed IT, Parks and Recreation, and Library budgets. 2. On October 22 at 7:00 PM in Council Chambers, there will be a Public Hearing for the Bennett/Bakerview/Airport Drive Annexation. Pledge of Allegiance Led by Council President Hammill. A Public Hearing to consider the conversion of B Street to two-way vehicular traffic between Girard Street and Halleck Street. Ted Carlson, Public Works Director, explained that the public hearing is to consider converting B Street from a one-way to a two-way street at the intersection at Girard Street and Halleck Street. Council President Hammill opened the Public Hearing. Doug Ravelle, objected to the conversion of the streets because he feels it is enabling a “car culture.” Instead we should be encouraging walkability and the use of bikes to curb the creation of greenhouse gases. There being no further comments, the public hearing was closed. Knutson / Vargas moved final approval of Resolution #2018-26. MOTION CARRIED 6-0-1, Terry Bornemann excused. 15-Minute Public Comment Period Rick Hannam, addressed current events about U.S. Federal politics. Doug Revelle, gave commentary on sexual issues in today's society. Dana Briggs, stated that we need to take care of those experiencing homelessness. Sonja Max, thanked Council for bike infrastructure that was recently installed. She showed photographs of the new bike racks. Alan McConchie, also thanked the City for installing bike racks and relayed how it has helped his business. Bridget Reeves, thanked the Council for the discussion on the temporary tent encampment ordinance during Committee. She also compared the amount of persons that are disruptive to the neighborhood surrounding the Lighthouse Mission and the population as a whole, that access their services. Brian Griffin, owns property in downtown and encouraged Council to support the proposed partnership to redevelop the old J.C. Penney's building. Amy Glasser, recently found that support animals are not allowed in the Library, specifically cats. She asked Council to reconsider the ordinance regarding support animals. Persons who need an emotional support animal benefit greatly from the care of their animal. Revisions to BMC Title 19 - Impact Fees for Accessory Dwelling Units Presentation during Committee. Consideration of the Proposed Subdivision Regulations, Title 23 - Land Division Presentation during Committee. Information only. Re-Roof of Police Department Administration and Training Buildings, Bid #45B-2018 Gene Knutson / April Barker moved to award Bid No. 45B-2018 for Re-Roof of Police Department Administration and Training Buildings to Cadence Construction, Inc. of Seattle, Washington, as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $297,729.30, plus accepted bid alternatives of $67,611.40, for project total of $365,340.70, that total being inclusive of applicable WSST. A Resolution Authorizing the Mayor to Enter into a Development Agreement, a Lease Agreement and an Assignment & Assumption Agreement with Urban Strategies, LLC to Purchase and Redevelop 1314 Cornwall Avenue Daniel Hammill / Pinky Vargas moved final approval of Resolution #2018-27. An Ordinance Amending the 2017-2018 Biennial Budget, Increasing Appropriations in the General Fund to Purchase the Property at 1314 Cornwall Avenue Daniel Hammill / Gene Knutson moved for first and second reading. MOTION CARRIED 6-0-1, Terry Bornemann excused. 22081 3. Discussion of 2019 Legislative Agenda Presentation during Committee. Council voted to adopt the legislative agenda. Consideration of a Draft Ordinance Establishing Short-Term Rental Regulations Daniel Hammill / Michael Lilliquist moved for first and second reading. MOTION CARRIED 5-1-1, Dan Hammill opposed, Terry Bornemann excused. 22067 5. A Work Session to Consider a Draft Ordinance Establishing Regulations for Temporary Homeless Shelters Amendments to the proposed ordinance were passed out. Council President read the following amendments into the record: Under section 20.15.020.C: the last sentence was added stating, "The number of people allowed at each site may be reduced based on the characteristics of the population served and necessary services to be provided." City of Bellingham Regular City Council Meeting Page 4 of 7 10/8/2018 Minutes  Section 2.15.020.E: to replace the sentence starting with "A six foot tall fence..." should read, "Fencing adequate to limit access to the site for the safety and security of residents must be installed on the perimeter of the shelter site, provided that fencing does not create a site obstruction at the street or street intersections or curbs as determined by the City engineer. A six-foot tall fence, which may include chain link or other temporary fencing materials, is presumed adequate for this purpose. The director may waive this requirement if there is sufficient vegetation, topographic variation, or other site considerations such that complete perimeter fencing would not be needed to serve this purpose." Section 20.15.020.A: the very last sentence of the paragraph was added to read: "The number of people allowed at each site may be reduced based on the characteristics of the population served and necessary services to be provided." Old/New Business Gene Knutson reported that he will not be available for the Monday budget discussion on October 15, 2018. Pinky Vargas also reported that she will not be able to attend. Mayor's Reappointment of Arlene Feld to the Mayor's Neighborhood Advisory Commission as the Lettered Streets Primary Representative (Information) The Mayor reappoints Arlene Feld to the Mayor's Neighborhood Advisory Commission as the Lettered Streets Primary Representative for her final term, which will expire on October 5, 2020. 22084 2. Mayor's Reappointment of Alice Shilhanek to the Lake Whatcom Watershed Advisory Board (Approval) Michael Lilliquist / April Barker moved the Mayor's reappointment of Alice Shilhanek to the Lake Whatcom Watershed Advisory Board for her third term, which will expire on October 22, 2021.
