Transportation Commission Minutes City of Bellingham, Washington Tuesday 6:00 PM Pacific Street Operations Center (entrance off Carolina November 12, 2024 Street) and ZOOM Video Recorded https://meetings.cob.org - Call To Order The Transportation Commission meeting was called to order by the Chair at 6:00 PM. Roll Call Members Present – Addie Candib, Chair; Tim Wilder, Vice Chair; Jamin Agosti; Cindy Dennis; Katy Scherrer; Jacki Quinn Members Virtually Present – Keith Moore, Betty Sanchez Members Absent – n/a Staff Present – Shane Sullivan, Natalie Monro, Riley Grant, Joel Pfundt, Dylan Casper, Elena Dixon, Karri Neuhauser, Mike Wilson, Brent Baldwin, Steve Haugen Additional in Attendance – Ben Besley – Talbot Group, John Moullen- Talbot Group Virtually Present - Amalia Leighton Cody – Toole Design Group, Darby Galligan – COB Planning Public Comment 3 minutes per person, 15 minutes max Aiden Woods spoke about places he felt were unsafe spots in town; going north; James and Hannegan. Sarah Burch said she was present to attend the TC meeting as she is interested in applying to be a commissioner. Agenda Items Public Meeting . Approval of the 10/8/24 Transportation Commission Meeting Minutes p. 2 Motion to approve by Jamin Agosti. Motion carried 8-0. . Barkley Urban Village Development Overview p. 4 Ben Besley, CEO and John Moullen introduced themselves to the Commission from the Talbot Group. Amalia Leighton Cody, Toole Design Group, representing the Talbot Group presented via zoom on the Barkley Urban Village Development. The staff from the Talbot Group answered Commissioner questions. . Community Streets Program p. 21 City Staff presented on the Community Streets Program and answered Commissioner questions regarding the program. Commissioner suggestions for adding a graphic for the timeline of the process will be incorporated into the document and other minor modifications. Commission Chair Addie Candib made a motion to approve Resolution 2024-05. Motion carried 8- 0. . Holly Street Pilot Project Update p. 40 City staff presented an update and conclusions on the Holly Street Pilot Project including technical engineering information and communication aspects. City staff answered the Commissioner questions. A similar presentation will be made to City Council. Chair Report Staff will prepare a work plan for 2025. Commissioners suggested topics such as: • Eldridge Ave project. • Parking policies in urban village (balance between parking on private property vs. public right-of- way). The TC role is focused on city rights-of-way. • See-Click-Fix presentation (how it works, effectiveness, prioritization process). • Update on Pedestrian Master Plan and Bicycle Master Plan implementation.
