Transportation Commission Minutes City of Bellingham, Washington Tuesday 6:00 PM Pacific Street Operations Center (entrance off Carolina January 14, 2025 Street) and ZOOM Due to technical difficulties, this meeting was not Video https://meetings.cob.org Recorded. - Call To Order The Transportation Commission meeting was called to order by the Chair at 6:00 PM. Roll Call Members Present – Addie Candib, Chair; Tim Wilder, Vice Chair; Jacki Quinn, Sarah Burch, Jamin Agosti, Keith Moore, Cindy Dennis Members Virtually Present – Betty Sanchez Member Excused- Katy Scherrer Staff Present – Dylan Casper, Riley Grant, Caleb Barber, Mike Wilson, Elena Dixon, Karri Neuhauser Public Comment 3 minutes per person, 15 minutes max No public comment Agenda Items . Consider approval of 12/10/2024 Transportation Commission meeting minutes. p. 3 Commissioners commented on the insufficiency of current practices related to meeting minutes and availability of recordings of meetings. City staff explained the current approach is consistent with guidance and practices established by City leadership as it relates to meeting minutes and recordings of meetings. Motion to approve 12/10/2024 meeting minutes by Jamin Agosti. Second by Keith Moore. Motion carried 8-0. . SeeClickFix program overview p. 29 Caleb Barber, Public Works Asset Manager, presented SeeClickFix program. City staff answered Commissioner questions. . Measurements and targets-Bicycle Master Plan and Pedestrian Master Plan p. 6 Dylan Casper, Transportation Planner, presented on proposed measurements and targets (SMART objectives) related to the bicycle master plan and pedestrian master plan. Commissioners discussed and provided feedback on various approaches and inputs related to the objectives. City staff answered questions. . Staff report p. 36 Mike Wilson, Assistant Director Public Works- Engineering, reported on the contract award for 12th & Finnegan Multimodal Safety Improvements project (ES566). Commissioners commented on proposed design features. City staff answered Commissioner questions. Mr. Wilson also reported that the hiring process for the Director of Public Works is progressing but has not been advertised. Chair Report Commission Chair Addie Candib provided an update on an expiring term and the application process. A recommendation has been forwarded to the Mayor’s office for consideration. Announcements Commissioner mentioned City action on the removal of minimum parking requirements, email campaigns by Walk and Roll, and status of Whatcom Transportation Authority (WTA) bus rapid transit planning.
