Consider Approval of 6/10/2025 Meeting Minutes Motion to approve 6/10/2025 minutes by Jacki Quinn, Seconded by Tim Wilder. Motion passed with 3 abstentions. . Open Public Meetings Act and Records Management Annual Training Presentation by Sarah Chaplin, City of Bellingham Legal Department. City staff answered commissioner questions. . Review Interim Ordinance in Response to Executive Order 2024-02 Expanding Housing Options in Bellingham Blake Lyon led a discussion. City staff answered commissioner questions. . Bellingham Plan Update Dylan Casper presented on Bellingham Plan Update. City staff answered commissioner questions.  . City of Bellingham & Bellingham School District Coordination Update Dylan Casper reported on recent coordination that included the re-establishment of the safe routes to school committee. City staff answered commissioner questions. Staff Report Mike Wilson and Dylan Casper - The CTR (Commute Trip Reduction) program is being revisited. Staff are working with the Legal Department to update the ordinance. Further discussion will be in the September meeting. - Preliminary design work is underway for Holly Street, with a goal to complete it by year-end. Dylan Casper – Updates on TRAM and BMP goals will return to the commission later this year. Chair Report Addie – Reminded the commission that there will be no meeting in August. Announcements During roll call Chair Addie Candib welcomed the new commissioners, Jonathan Huegel and Andrea Reiter, inviting them to introduce themselves to the group.
