Draft: March 10, 2023 Village of Bellport Work Session Board Meeting – March 13, 2023 AGENDA This meeting is open to the public in the Village Community Center, on Bell Street. It is an in- person meeting and will be streamed on Zoom. Executive Session at 5:00PM Work Session at 6:00PM: 1) Presentation of the Bellport Environmental Committee: Update on ‘Leaf Blowers” and “The 1000 Yards Campaign,” by Marc Rauch, Committee Chairperson. 2) Update on the 2023-2024 Budget 3) Treasurer’s Report: a) Review of the year-to-date financials through February 28, 2023. 4) Discussion: Cablevision Agreement renewal and draft resolution 5) Communication: Letter regarding Firework Display Plans 6) Review Monthly Building Reports 7) Review Monthly Code Report 8) Updates: a) FEMA Main Pier Project submission of partial payment request for $1.272M, of which the Village will receive 90%, or $1.148M. This is the first approved payment request by New York State Department of Homeland Security – Emergency Services (NYS DHSES). This week, we are continuing the submission payment process to NYS DHSES with the next tranche of $721K. We anticipate two additional requests, equaling a total of $1.107M, the remaining fees of the project. On February 13, 2023, the Village received its first FEMA partial payment, of $1,138,642.92, directly into our Dime Bank account. Page | 1 Draft: March 10, 2023 b) Congressionally Directed Spending Requests Fiscal Year 2022: $2.8M Awarded March 11, 2022 for the Marina Basin and Hum Marina; Received Letter of Invitation (LOI) from the US Department of Housing and Urban Development (HUD) and guidelines on July 28, 2022. The Grant Award of up to $2.8M, at 75% of the total cost, whereby the Village would fund the remaining 25%, or $933,333, for a total potential project of $3,733,333. This 2022 Congressional Spending Allocation Grant Award is offered by the Federal Government through HUD. • Recent Communication from HUD, received on March 7, 2023, regarding the FY2022 Community Project Funding: o Grant Award Letter o Funding Grant Guide o Grant Agreement o Assistance Award/Amendment Form c) Submission on March 6, 2023 - Congressionally Directed Spending Request, Fiscal Year 2024 – Howells Point Coastal Resiliency Project: The Village’s $4.44M Submission includes: Terminus of 3 Streets: S. Howells, Thornhedge, Otis, and the erosion on Howells Creek. It was delivered to Senator Schumer’s and Gillibrand’s Offices via a federal internet portal and we are hopeful for the next step in the process with the approval Senate Appropriations Committee for further consideration. In addition, we are completing our submission to US Representative Garbarino’s Office. d) New York State budget funding requests to Senator Murry and Assemblyman DeStephano, on February 9, 2023: Villages of Bellport and Patchogue requesting funding for a shared service purchase of a bucket truck. Colonial Lane .77 $240,000 5. Circuit Road .62 $185,000 e) Update: Bellport Village Sustainability Plan with Johnson Controls Inc. (JCI). f) Update: Brown’s Lane/Shore Road g) Employee Search: the replacement of the Village Treasurer position.
