DRAFT APRIL 8, 2024 Village of Bellport Work Session Meeting Agenda Monday, April 8, 2024 6:00 pm Public Hearing on Tentative Budget Monday, April 8, 2024 at 7:00 pm Work Session Meeting The meetings will be held in the Community Center AGENDA This meeting is open to the public in the Community Center located at 4 Bell Street. It is an in-person meeting and will be streamed on Zoom. Pledge of Allegiance & Roll Call Opening remarks by Mayor Maureen Veitch Open the Public Hearing on the 2024 – 2025 Tentative Budget NOTICE IS HEREBY GIVEN that the tentative budget for the fiscal year beginning June 1, 2024, has been completed and filed in the office of the Village Clerk, 29 Bellport Lane, Bellport NY 11713, where any interested person may obtain a copy between the hours of 8:00am to 4:00pm. The Board of Trustees of the Village of Bellport shall hold a public hearing on the tentative budget on April 08, 2024 at 6:00pm at the Bellport Community Center located at 4 Bell Street, Bellport NY, followed by the regular scheduled Work Session. At such hearing, any person may be heard in favor of or against the tentative budget as compiled, or for or against any item or items therein contained. Compensation proposed to be paid to Mayor and Trustee as follows: Mayor two (2) year term $9,000.00 per year Trustee two (2) year term $5,400.00 per year Page | 1 DRAFT APRIL 8, 2024 Resolution: Request the Board accept and approve the 2024-2025 Budget as presented. Michael Young – Zoning Board of Appeals, Architectural Review Board, Beautification Committee, Planning Board, Historical Preservation, Yacht Club/Sailing Foundation Open To the Public: 1) RESOLUTION PURSUANT TO VILLAGE LAW 3-302, CHANGING THE TERMS OF OFFICE OF MAYOR AND TRUSTEES FROM TWO TO FOUR YEARS WHEREAS the term of office of the Mayor and the Trustees of the Village of Bellport is currently two (2) years WHEREAS, New York State Village Law (“Village Law”) § 3-302(5)(a) provides that the term of office of the Mayor and Village Trustees shall be two years, unless by resolution or local law subject to permissive referendum the Board of Trustees adopts four-year terms for the Mayor and the Village Trustees; and WHEREAS it appears to be in the best interest of the Village to exercise the authority conferred by Village Law § 3-302(5)(a) at this time and extend to four (4) years the term of office of Mayor and Trustees of the Village of Bellport; Page | 2 DRAFT APRIL 8, 2024 NOW THEREFORE, BE IT RESOLVED that Board of Trustees of the Village of Bellport, pursuant to the authority conferred upon it by Village Law § 3-302(5)(a) does hereby find, determine and resolve as follows: 1. That the term of the office of Mayor of the Village of Bellport shall be four (4) years. 2. That the term of the office of Trustee of the Village of Bellport shall be four (4) years. 3. That such four-year terms shall commence for each Village Trustee position and for the Village Mayor position at 12 noon on the First Monday following the next general election at which the office of said Trustee of the Village of Bellport or Mayor of the Village of Bellport is to be filed. 4. That in accordance with the provisions of the Village Law, this resolution shall not become operative or effective until and unless thirty (30) days have elapsed after it adoption and no petition protesting against this Resolution, signed and authenticated as required by Village Law § 9-902(1) has been filed with the Village clerk of the Village of Bellport, or if such petition is so filed, a proposition for the approval of this Resolution has been submitted at the next general election or a special election for that purpose pursuant to said Section and received the affirmative vote of a majority of the voters voting thereon. 2) Discussion for changing term limits for Mayor and Trustees from ten years to twelve years. 3) Review the draft Board Meeting minutes of March 25, 2024. 4) Report from the Code Enforcement Department. 5) Report from the Building Department dated April 2 nd. 6) Discussion regarding the purchase of an excavating machine for DPW. 7) Request by Remy Bernstein to plant, at his expense, additional hedges (row of 6-foot privet) between 9 Bell Street and the village parking lot at the corner of Bell and Bellport Lane picture submitted. Special Events: 8) Request by Meaghan Shannon to conduct paddleboarding lessons (Individual and Group Sessions) during the summer season, use of Row Boat Beach and Mothers Beach ($800.00 for the season). 9) Request Rotary Club of Bellport hold a Blood Drive on May 21, 2023, 11:00 am to 9:00 pm at the Community Center. Page | 3 DRAFT APRIL 8, 2024 10) Request VFW Post 8300 to conduct the Memorial Day Parade on May 27, 2024 starting at 10:00 am. 11) Request Bellport Garden Club hold their Annual Plant Sale May 27, 2024 from 8:00 am to 1:00 pm at the Village Green in front of CVS. 12) Request Jules Radino hold a Drum Recital at the Bellport Bandshell on June 9th (rain date June 15th) from 11:00 am to 1:00 pm. 13) Request South Country Education Foundation Inc. hold the Annual Auction and Cocktail Party, July 13th at 40 Academy Lane from 10:00 am to 10:00 pm. 14) Request Friends of Bellport Bay (FoBB) hold a seminar with guest speaker (s) at the Community Center July 19th from 4:30 pm to 10:00 pm. 15) Request by the Bellport Village Program Fund place a seasonal event sign on the green swale at CVS. 16) Request the Board approve the 2024 Bellport Village Election of Village Justice and two (2) Trustee seats to be held on Tuesday, June 18, 2024 from 7:00 am – 9:00 pm at the Bellport Community Center, located at 4 Bell Street, Bellport, New York 11713. 17) Request the Board approve Registration Day on June 18, 2024 from 12:00 pm – 5:00 pm in Village Hall. All registrants must have a valid resident ID card. ID cards will not be printed after 12:00 pm on Saturday June 8, 2024. Open To the Public Close Meeting - Executive Session (if needed). Page | 4
