Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Daniel Bucher.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of
Finance Mike Rodgers.

Invocation. The Invocation will be given by Mayor David K. Leigh.

2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
Consent Agenda
Items 3-11 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately:

4. Consider a resolution of support for the transition of the Central Texas Council of
Governments to a Regional 9-1-1 Emergency Communications District.
5. Consider authorizing the City Manager to execute a contract with Paragon Sports
Constructors LLC for the installation of a multi-purpose field in the Heritage Park
Expansion through the BuyBoard Purchasing Cooperative.
6. P-25-04 – Consider a final plat for Capitol Way Industrial Park comprising 40.0986
acres, located on Capitol Way and Grove Road.
7. Consider a resolution authorizing the City Manager to execute an agreement
regarding a Water Service Area (CCN) Transfer with the Armstrong Water Supply
Corporation for water service to the Seefried Capitol Way Industrial Park Project.
8. Consider authorizing the City Manager to execute a License Agreement with
Dominica Garza for use of an existing City sign frame as a wayfinding sign for
businesses located on Pearl Street.
9. Consider a resolution authorizing the release of approximately 110.04 acres from the
City of Belton’s ETJ, owned by JT Carothers Holdings LLC, consisting of two tracts
of land, generally located west of Lark Lane, north of FM 2484 and east of FM 1670,
more specifically described as:
A. Tract 1 – a 40.317-acre tract of land situated in the Young Williams Survey,
Abstract No. 861, Bell County, Texas, being a portion of a called 160.152-acre
tract of land conveyed to Darin Chick and Debby Chick; and
B. Tract 2 – a 69.72-acre tract of land situated in the Young Williams Survey,
Abstract No. 861, Bell County, Texas, embracing all of a called 7.456-acre tract
of land conveyed to Darin Chick and Debby Chick, and a portion of the remainder
of a called 160.152-acre tract of land conveyed to Darin Chick and Debby Chick.
10. Consider a resolution confirming consent for a proposed bond issue by the Bell
County Municipal Utility District (MUD) No. 1, as provided for in the Development
Agreement between the City, the MUD, and W&B Development II, LLC, in the
amount of $3,540,000 for additional public improvements.
11. Consider a revised General Development Plan for the proposed River Farm
Development, located east of IH-35, between Shanklin and the Lampasas River,
north of Elmer King Road and east of Toll Bridge Road, and containing
approximately 480 acres.
Planning and Zoning
12. Z-25-09 – Hold a public hearing and consider a zoning change from Commercial-2
and Planned Development Multi-Family/Commercial-2 to Commercial-1 on

approximately 16.07 acres located at the southwest corner of IH-14 and S. Loop
121.
13. Z-25-10 – Hold a public hearing and consider a zoning change from Planned
Development-30 with a Specific Use Permit for Used Car Sales, Drive-In Restaurant
and Retail Zoning to Amended Planned Development Retail with a Specific Use
Permit for an Automatic Carwash on approximately 1.59 acres located at 111 Sparta
Road.
14. Z-25-12 – Hold a public hearing and consider the repeal of Ordinance 2025-14 and a
zoning change from Retail to Retail with a Specific Use Permit for a Package Store
located at 2150 N. Main Street for a proposed Longhorn Liquor as submitted by the
applicant OPIT, LLC dba Longhorn Liquor.
15. Hold a public hearing and consider zoning changes related to the Imagine Belton
Standards:
A. Zoning change from Central Business District, Light Industrial, Retail,
Commercial-1, various Specific Use Permits, and various Planned Development
Districts to the Central Downtown Zone, generally located west of IH 35, north
and east of Nolan Creek, and south of 2nd Avenue.
B. Zoning change from Light Industrial, Retail, Multi-Family, Commercial-1 and 2,
Single Family-1, 2, and 3, Neighborhood Services, Office-1, various Specific Use
Permits and various Planned Development Districts to the Uptown Zone,
generally located between Shine Street and IH-35, north of 2nd Avenue, and
south of 9th Avenue.
16. Hold a public hearing and consider a resolution adopting an amendment to the 2030
Comprehensive Plan related to the updated Future Land Use Map/Plan for the City
of Belton.
Executive Session
17. Executive Session pursuant to the provision of the Open Meetings Law, Chapter
551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.072, Deliberation Regarding Real Property.
18. Executive Session pursuant to the provision of the Open Meetings Law, Chapter
551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.071, Consultation with Attorney.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
