Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Wayne Carpenter.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by City Clerk Amy
Casey.

Invocation. The Invocation will be given by Councilmember Craig Pearson.

2. Public Comments.
Citizens who desire to address the Council on any matter may register to do so
prior to this meeting and speak during this item. Forms are located on the table
outside of the south side entry to the meeting room. Please state your name
and address for the record and limit your comments to three minutes. Also,
please understand that while the Council appreciates hearing your comments,
State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in
discussion other than providing a statement of specific factual information or
reciting existing City policy, and (2) taking action other than directing Staff to
place the matter on a future agenda.

Items 3-8 under this section are considered to be routine by the City Council and may be
enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any Councilmember,

4. Consider a resolution adopting the Bell County Hazard Mitigation Plan - 2025 Update.
5. H-24-14 – Consider a Façade Improvement Grant application for exterior renovations
to the structure at 106 N. Main Street, located in the Downtown Belton Commercial
Historic District, between W. Central Avenue and E. 1st Avenue.
6. H-25-02 – Consider a Façade Improvement Grant application for exterior renovations
to the property located at 213 E. Central Avenue in the Downtown Belton Commercial
Historic District.
7. Consider a resolution authorizing release from the City of Belton’s ETJ of
approximately 15.662 acres owned by Misstex Investments, LLC (Larry Rosamond)
and situated in the Young Williams Survey, Abstract No. 861, Bell County, Texas,
being a portion of a called 235.320-acre tract of land recorded in document No.
2021005414, located generally west of IH-35, south of FM 2484 and west of Williams
Road.
8. P-25-12 – Consider a preliminary plat for River Farm Phase IA, comprising
approximately 21.1 acres, located generally east of IH-35, on Toll Bridge Road, north
of the Lampasas River, in the Belton ETJ.
Planning and Zoning
9. Z-25-11 – Hold a public hearing and consider a zoning change from Single Family-3
Residential District to Single Family-3 Residential with a Conservation Revitalization
Overlay District on approximately 0.26 acres located at 3630 Brenda Lane.
10. Z-25-13 – Hold a public hearing and consider a zoning change from Agricultural to
Single Family-1 on approximately 4.38 acres located at 7040 Long Bow Road.
11. Z-25-14 – Hold a public hearing and consider a zoning change from Agricultural to
Single Family-1 on approximately 10 acres located at 6959 Long Bow Road.
Miscellaneous
12. Hold a public hearing and consider amending Chapter 4 of the Code of Ordinances
by adding sections 4-36 and 4-37 related to fence requirements.
13. Consider a resolution authorizing the City Manager to execute an Advanced Funding
Agreement (AFA) with the Texas Department of Transportation for widening of South
Connell Street from Loop 121 to Shrey Way: CSJ# 0909-36-210.
14. Consider a resolution delaying action on an ordinance authorizing the issuance of the
City of Belton, Texas Combination Tax and Limited Revenue Certificates of
Obligation in an amount not to exceed $17,700,000; and other matters related
thereto.
