VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES October 9th, 2024 7:00 A.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen and Mark Honkomp, Committee Members Others Present: Kayla Lumaye, Water Superintendent; Samantha Daugherty, Clerk 1. Chairperson Jamie Biegel called the meeting to order at 7:00 2. Finalize 2025 Budget review The Committee finalized the Water Utility budget. Motion Biegel, second Honkomp to forward the budgets to Finance for review. Motion carried. 3. Superintendent’s report - Kayla discussed water utility management training that needs to be completed by half of the board to obtain 10 more points on our safe drinking water loan intent to apply. Jamie would like to know how the additional 10 points would help us. Kayla discussed what to do with our old locator, sell it or donate it. The committee decided to donate the locator to WRWA. Kayla discussed some issues going on at the well. The aerator was up and running for one day but failed again. The controls in the Supervisory Control And Data Acquisition (SCADA) system for the aerator is what is making it fail. High pressure pump 2 (HSP 2) failed. The impeller and bearings are shot, and the shaft misaligned causing wear. Tyler and Jesse were able to rekey the shaft and get the pump running to 80% capacity. Kayla ordered a rebuild kit, which arrived yesterday. Tyler and Jesse will be rebuilding the pump. In the meantime, we are relying on high pressure pump 1 (HSP 1), which has also been having problems. The problem with HSP 1 is the variable frequency drive (VFD). The VFD is not operating correctly which makes HSP 1 fail. Kayla is getting multiple quotes for a new VFD. This past weekend, neither well wanted to work. Rich called Pat from B&M Technical services in to find the problem. After a couple of hours Pat discovered the problem was from the meter at the bottom of the detention tank. The valve attached to the meter was plugged and not letting water in. While Rich and Pat were working on the valve, they turned off the SCADA system. When they turned it back on it would not start up, after some time they were able to get it working again. The SCADA system is becoming very outdated. Kayla is getting quotes for a new SCADA system.
