MINUTES OF COUNCIL MEETING
MAY 15, 2017
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May 15,
2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building , 1100
Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator Christine
Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl
Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order and led
TO ORDER in the Pledge of Allegiance.
APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the May 1,
MINUTES 2017 meeting of the City Council meeting. Motion seconded by
Councilman Lievsay and carried with the following votes :

RESOLUTION 33-2017 - Councilman Culpepper moved to adopt Resolution No. 33-2017
PURCHASE OF 2017 1.5 approving the purchase of a 2017 1.5 ton 4x4 extended cab truck
TON 4X4 TRUCK from Blue Springs Ford in the amount of $63,264.00. Motion
seconded by Councilman Lievsay and carried with the following
votes:

SUPPLY EQUIPMENT installation and operation of two Electric Vehicle Supply Equipment

stations. Motion seconded by Councilman Lievsay and carried with

PAYMENT OF PORTION approving the payment of 5% of a TracFone class action lawsuit
OF SETTLEMENT settlement to Missouri Municipal League . Motion seconded by

LICENSE FOR MINSKY'S Dew-Raw Inc. dba Minsky's Pizza at 201 N 7 Highway Blue Springs,
PIZZA MO 64015 , to sell intoxicating liquors by the drink for consumption
on premises to include Sunday retail sales by the drink, on the
premises; or in original package for consumption on or off premises.

KC, LLC 64015, to sell beer and wine only by the drink, or in the original
package to include Sunday sales. Subway used to occupy this
space . Motion seconded by Councilman Lievsay and carried with the
following votes:

APPROVE LIQUOR Councilman Culpepper moved to approve to change the location on
LICENSE FOR EL the current liquor license for El Ranchero Mexican Restaurant LLC
RANCHERO MEXICAN from 1605 SW 7 Highway to 1867 SW 7 Highway. Skylight
RESTAURANT LLC Restaurant & Sports Bar used to occupy this space . El Ranchero
Mexican Restaurant LLC is changing the location for the remainder
of the 2016-2017 license year and paid for their license renewal for

2017-2018 at this time. Motion seconded by Councilman Lievsay

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider annexation of
ANNEXATION OF LOTS 9 Lots 9 and 10, Blue Springs Park subdivision (ANNX-04-17-5773) at
AND 10, BLUE SPRINGS 6:05 p.m. The minutes of the public hearing were recorded by a
PARK SUBDIVISION certified court reporter. City Clerk Sheryl Morgan entered one

exhibit into the record.
STAFF REPORT Scott Allen reviewed the details of the annexation request. This is a
request made by the applicant, Leonard Parker.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:07 p.m.
INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4494 annexing Lots 9 and
READING - BILL NO. 10, Blue Springs Park subdivision. City Clerk Sheryl Morgan made
4494- ANNEXATION OF the first reading of Bill No. 4494 by title; copies of the proposed Bill
LOTS 9 AND 10, BLUE having previously been made available to the public.

17-5773) Councilman Fowler moved to approve Bill No. 4494 upon its first
reading and proceed with the second reading at the June 5, 2017
Council meeting. Motion seconded by Councilman Carter and
carried unanimously.
MAYORAL Congratulations to Assistant City Administrator on receiving the
ANNOUNCEMENTS Excellence in Government Award from the Government Finance
Officers Association of Missouri.

ADJOURNMENT At 6:16 p.m., Councilman Carter moved for the Council go into
closed session pursuant to Section 610.021 , subparagraphs (1) and
(2), Revised Statutes of Missouri, for the purpose of privileged
communications between a governmental body or its representative
and legal counsel including litigation and real estate, and that any
minutes, documents and other records discussed or taken during
the closed session remain closed, and that this body stand
adjourned at the completion of such session. Motion seconded by
Councilman Culpepper and carried with the following votes:
