MINUTES OF COUNCIL MEETING
June 5, 2017
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 5,
2017, 6:00p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Pro Tempore Dale Carter presiding.

CALL MEETING Mayor Pro Tempore Dale Carter called the City Council meeting to
TO ORDER order and led in the Pledge of Allegiance .
APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the May
MINUTES 15, 2017 meeting of the City Council meeting. Motion seconded by
Councilman Lievsay and carried with the following votes :

Councilman Fowler- Aye Mayor Pro Tempore Carter- Aye
RESOLUTION 38-2017 - Councilman Culpepper moved to adopt Resolution No. 38-2017
DISPOSITION OF approving the disposition of records. Motion seconded by

LIQUOR 64014. Motion seconded by Councilman Lievsay and carried with
the following votes :

hereto and made a part of the minutes. Motion seconded by

PUBLIC HEARING - Mayor Pro Tempore Carter opened the Public Hearing on the 201 7-
CAPITAL 2018 through 2021-22 Capital Improvements Program (CIP) at 6:03
IMPROVEMENTS p.m. The minutes of the public hearing were recorded by a certified
PROGRAM court reporter. Assistant City Clerk Dylan Gibson entered one exhibit
into the record for public hearing.

STAFF REPORT Deputy City Administrator Adam Norris stated the CIP is being
presented in accordance with the City's Charter. The CIP Review
Committee reviewed the CIP on May 15 with no changes. Mr. Norris
outlined the Strategic Framework Plan and how the CIP fit into that
plan. Parks and Recreation Director Dennis Dovel presented on the
5-year Parks and Recreation Sales Tax and its involvement in the
funding of the Parks Maintenance portion of the CIP.
A copy of the PowerPoint presentation is attached to these Minutes
and incorporated herein.
Mayor Pro Tempore Carter hearing no comments for or against,
closed the public hearings at 6:19p.m.
INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4495 adopted the 2017-
READING - BILL NO. 18 through 2021-22 Capital Improvements Program . Assistant City
4495 Clerk Dylan Gibson made the first reading of Bill No. 4495 by title;
copies of the proposed Bill having previously been made available
to the public.
Councilman Fowler moved to approved Bill No. 4495 upon its first
reading and proceed with the second reading . Motion seconded by
Councilman Edmondson and carried unanimously.
2nd READING- BILL NO. Mr. Gibson made the second reading of Bill No. 4495 by title .
4495 Councilman Lievsay moved to adopt Bill No. 4495 upon its second
reading and give it ORDINANCE NO. 4664, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Edmondson and carried with the following vote:

Councilman Culpepper- Aye Mayor Pro Tempore Carter - Aye
RESOLUTION 42-2017 - Councilman Edmondson moved to adopt Resolution No. 42-201 7
AMENDMING CONTRACT approving an amendment to the contract with SFS Architecture, Inc.
WITH SFS for architectural and engineering services related to the renovation
ARCHITECTURE, INC. of the City Hall Complex and Main Street Monument sign age. Motion
seconded by Councilman Culpepper and carried unanimously.
COUNCIL DISCUSSION Councilman Kaylor stated that he would abstain from the vote due
RESOLUTION 43-2017 to his son-in-law working for Turner Construction.
RESOLUTION 43-2017- Councilman Culpepper moved to adopt Resolution No. 43-2017
CONTRACT FOR approving a contract with Turner Construction Company for
PRECONSTRUCTION preconstruction services and general conditions as the Construction
SERVICES Manager At Risk related to the renovation of the City Hall Complex.
Motion seconded by Councilman Edmondson and carried
unanimously with Councilman Kaylor abstaining .

City Administrator Eric Johnson thanked the Council , Planning
Commission and CIP Review Committee for support of CIP and City
Hall Complex project.
MAYORAL Mayor Pro Tempore Carter wished Mayor Ross a speedy recovery
ANNOUNCEMENTS from his surgery.
ADJOURNMENT At 6:22 p.m. , Councilman Culpepper moved for the Council go into
closed session pursuant to Section 61 0.021 , subparagraphs ( 1),
Revised Statutes of Missouri, for the purpose of privileged
communications between a governmental body or its representative
and legal counsel including litigation, and that any minutes,
documents and other records discussed or taken during the closed
session remain closed , and that this body stand adjourned at the
completion of such session . Motion seconded by Councilman
Fowler and carried with the following votes :
