CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING SEPTEMBER 18, 2017 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, September 18, 2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order and led in the TO ORDER Pledge of Allegiance. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the MINUTES September 6, 2017 meeting of the City Council meeting . Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Kaylor- Aye Councilman Carter- Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION NO. 65-2017 Councilman Culpepper moved to adopt Resolution No. 65-2017 - BUILDING LEASE WITH approving a 15-year Building Lease with the Blue Springs School of SCHOOL OF ECONOMICS Economics to use the Community Center Building located at 200 NW 141h Street, Blue Springs, MO 64015. Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Kaylor- Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper -Aye Mayor Ross- Aye RESOLUTION NO. 66-2017 Councilma n Culpepper moved to adopt Resolution No. 66-2017 - EQUIPMENT FOR approving a contract in the amount of $125,252.1 8 with MicroMan POLICE VEHICLES Industries LLC for the purchase and installation of interior emergency equipment for Patrol SUV vehicles , K-9 SUV vehicles and an Administration vehicle, and for additional purchases and services for a term of five years. Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises, to include wine tasting on premises. Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Kaylor- Aye Councilman Carter- Aye Councilman Lievsay - Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION NO . 67-2017 Councilman Culpepper moved to adopt Resolution No. 66-2017 -ORNAMENTAL STREET approving an agreement with the Lake Side at Chapman Farms LIGHT AGREEMENT Home Owners Association , Inc. , nullifying and superseding the prior agreement (Contract No. 2016-141), for the installation and maintenance costs of a total of 30 ornamental street lights. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Assistant City Administrator Christine Cates stated the proposed ordinance establishes the 2017 property tax levy for the City of Blue Springs at a total rate of $.7184 per $100 assessed valuation and generates revenue consistent with the proposed budget that was submitted to the City Council for consideration on August 1, 2017. The 2016 property tax levy was $.7281 . The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 1ST Councilman Fowler introduced Bill No. 4516-A establishing the 2017 READING- BILL NO. Property Tax Levy as $.7184 per $100 assessed valuation . City 4516-A- 2017 PROPERTY Clerk Sheryl Morgan made the first reading of Bill No. 4516-A by TAX LEVY title; copies of the proposed Bill having previously been made available to the public. City Clerk Sheryl 17-5971) Morgan entered one exhibit into the record . STAFF REPORT Matt Wright stated the property is approximately 7.8 acres just east of Adams Dairy Parkway. The developer plans to build multi-family apartment building intended to provide independent living for 3 September 18, 2017 City Council Meeting Page 4 seniors. The Planning Commission unanimously recommended approval at the September 11 , 2017 meeting. APPLICANT Jerry Hill, Midwest Development Director of Calamar, Inc. stated the facility will be an independent living facility with 132 units. The Mayor hearing no further comments for or against, closed the public hearing at 6:11 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4517 approving the READING - BILL NO. 4517 rezoning of Calamar Senior Housing from "SO/ADP-0" (Service - REZONING CALAMAR Office I Adams Dairy Parkway Overlay) to "MF-18 I ADP-0" (High SENIOR HOUSING (RZ-08- Density Multi-Family I Adams Dairy Parkway Overlay) to allow for 17-5971) the development of multi-family housing on approximately 7.80 +/- acres of land. City Clerk Sheryl Morgan made the first reading of Bill No. 4517 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4517 upon its first reading and proceed with the second reading . Motion seconded by Councilman Edmondson and, after Council discussion, carried unanimously. 2ND READING- BILL NO. Councilman Carter moved to adopt Bill No. 4517 upon its second 4517 reading and give it ORDINANCE NO. 4686 , with a copy attached hereto and made a part of the minutes. City Clerk Sheryl Morgan made the second reading of Bill No. 4514, 4514, AS AMENDED- FY as amended, approving the FY 2017-18 Budget, by title. 2017-18 BUDGET Councilman Carter moved to adopt Bill No. 4514, as amended, upon its second reading and give it ORDINANCE NO. 4687, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Culpepper and carried with the following vote after discussion: COUNCIL DISCUSSION Councilman Fowler said members of the Council had been contacted by residents relating to the bus service and reduction of one route, which would leave three operating. KCATA makes the decision on which bus is cut and the City doesn't have control over this decision. Councilman Lievsay discussed charging for the use of the Recycling Center and considered removing funds set aside for the Household Hazardous Waste event. Councilman Culpepper shared research 4 September 18, 2017 City Council Meeting Page 5 she had done regarding personal recycling options available through Ripple Glass, some grocery stores, and through private trash services. Councilman Carter stated he confirmed his trash provider charges an additional $5 per month for recycling and he would not support appropriating funds for the Recycling Center at expense of other services. Councilman Edmondson suggested returning to Council after working with staff and the Solid Waste Commission with a proposal to reopen the Recycling Center a later date. Mayor Ross urged citizens to work through the Solid Waste Commission to give their input for a long-term solution. The Mayor stated it may be time to reconsider the single-hauler service for the City. Prohibited Parking - Certain Sections of Designated Streets, RELATING TO "NO Table 111-A. No Parking at Any Time by adding locations on NE PARKING AT ANY TIME" Waterfield Drive and NE Waterfield Place. City Clerk Sheryl Morgan made the first reading of Bill No. 4518 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4518 upon its first reading and proceed with the second reading. Motion seconded by Councilman Culpepper and carried unanimously. 2ND READING- BILL NO.
