CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JUNE 4, 2018 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 4, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Pro Tern Susan Culpepper presiding. COUNCILMEN IN Jerry Kaylor Dale Carter - ABSENT ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Pro Tern Culpepper called the City Council meeting to order TO ORDER at 6:00 p.m. APPROVE CITY COUNCIL Councilman Fowler moved to approve the Minutes of the May 21, MINUTES 2018 City Council meeting. Motion seconded by Councilman Lievsay and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - ABSENT Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Mayor Pro Tern Culpepper -Aye Mayor Ross - ABSENT RESOLUTION 34-2018 - Councilman Fowler moved to adopt Resolution No. 34-2018 DISPOSITION OF approving the disposition of Information Technology department RECORDS records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 and in accordance with the Missouri Secretary of State's records retention guidelines. Motion seconded by Councilman Lievsay and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - ABSENT Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Mayor Pro Tern Culpepper - Aye Mayor Ross - ABSENT RESOLUTION 35-2018 - Councilman Fowler moved to adopt Resolution No. 35-2018 FALL FUN FESTIVAL designating Friday, September 14, 2018, through Sunday, DATES September 16, 2018 as the dates for the 2018 Blue Springs Fall Fun Festival. Motion seconded by Councilman Lievsay and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - ABSENT Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Mayor Pro Tern Culpepper -Aye June 4, 2018 City Council Meeting Page2 Mayor Ross - ABSENT LIQUOR LICENSE FOR Councilman Fowler moved to approve a new liquor license for COLONIAL GARDENS Colonial Gardens LLC dba Colonial Gardens located at 27610 E LLC Wyatt Rd Blue Springs, MO 64014, to sell retail intoxicating liquors in the original package, for consumption off premises; retail selling intoxicating liquors by the drink for consumption on premises, Restaurant-Bar/Lounge-Bar to include Sunday retail sales of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises. Motion seconded by Councilman Lievsay and carried with the following votes: Councilman Kaylor - Aye Councilman Carter -ABSENT Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Mayor Pro Tern Culpepper -Aye Mayor Ross - ABSENT INFORMATIONAL On May 25, 2018, the City Clerk verified the Petition for NOTICE: SUNSET PLAZA Establishment of the Sunset Plaza Community Improvement District CID (Petition), and the Petition is available for inspection. BOARD AND Councilman Fowler moved to adopt approve the following Board/ COMMISSION Commission appointments and reappointments: APPOINTMENTS Main Center Redevelopment Corporation Reappoint: Gailen Snyder Public Safety Citizens' Advisory Board: New appointment: Charles Waites - Vice Chairman Development Advisory Commission: New appointment: Bruce Reynolds TIF Commission: Reappoint: Alan Franklin Motion seconded by Councilman Lievsay and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - ABSENT Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Mayor Pro Tern Culpepper - Aye Mayor Ross - ABSENT INTRODUCTION AND 1 81 Councilman Fowler introduced Bill No. 4576 amending the FY 2017- READING - BILL NO. 18 annual budget. City Clerk Sheryl Morgan made the first reading 4576 - AMENDING THE of Bill No. 4576 by title; copies of the proposed Bill having previously FY 2017-18 ANNUAL been made available to the public. BUDGET Councilman Fowler moved to approve Bill No. 4576 upon its first reading and proceed with the second reading. Ms. Morgan made the second reading of Bill No. 4576 by title. 4576 Councilman Lievsay moved to adopt Bill No. 4576 upon its second reading and give it ORDINANCE NO. 4746, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Edmondson and carried with the following vote: Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Kaylor - Aye Councilman Carter - ABSENT Mayor Pro Tem Culpepper - Aye Mayor Ross - ABSENT ADJOURNMENT At 6:03 p.m., there was no further business to come before the Council, Councilman Edmondson moved the meeting be adjourned.
