CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING DECEMBER 3, 2018 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, December 3, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. TO ORDER CONSENT AGENDA Councilman Culpepper moved to approve the Consent Agenda and the motion was seconded by Councilman Kaylor • Minutes of the November 19, 2018 City Council meeting • Resolution No. 101-2018 approving the disposition of Information Technology department records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 • Resolution No. 102-2018 approving the purchase in the amount of $206,800.10 from Advanced Exercise Equipment, LLC for fitness equipment to be located at the Blue Springs Fieldhouse • Four new liquor licenses for Minit Mart, LLC located at the following locations: 111 SE AA Highway, Blue Springs, MO 64014, 1202 NW 7 Highway, Blue Springs, MO 64014, 1501 Woods Chapel Road, Blue Springs, MO 64014 and 1900 SW Eastbound US 40 Highway, Blue Springs, MO 64015 to sell intoxicating liquors in the original package, for consumption off premises (weekdays) to include Sunday retail selling of intoxicating liquor by the drink, on the premises; or in original package for consumption on or off premises • Resolution No. 103-2018 approving the purchase, delivery, and installation of furniture for City Hall in the amount of $216,236.29 from Encompas Corporation, CIP project #BF-19 • The Consent Agenda was approved with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye December 3, 2018 City Council Minutes. Page 2 PUBLIC HEARING - Mayor Ross opened the Public Hearing at the request of the REZONE 3305 SW applicants/owners, Jason and Cindy Kniffen to rezone 3305 SW WESTBOUND US 40 Westbound US 40 Highway from current "GB" (General Business) to HIGHWAY (RZ-11-18-6656) "MF-14" (Moderate Density Multi-Family) for 0.64 +/- acres of an existing single-family house at 6:02 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Mike Mallon, Assistant Director of Community Development, reviewed the details of the rezoning request. The Planning Commission unanimously recommended approval on November 26, 2018. APPLICANT Applicant, Jason Kniffen, outlined the reason for the rezoning request. The Mayor, hearing no further comments for or against, closed the public hearing at 6:06 p.m. INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4620 rezoning 3305 SW READING - BILL NO. 4620 Westbound US 40 Highway from current "GB" (General Business) to - REZONE 3305 SW "MF-14" (Moderate Density Multi-Family). City Clerk Sheryl Morgan WESTBOUND US 40 HIGHWAY (RZ-11-18-6656) made the first reading of Bill No. 4620 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4620 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried unanimously. 0 2• READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4620 by title. 4620 Councilman Carter moved to adopt Bill No. 4620 upon its second reading and give it ORDINANCE NO. 4780, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye · Councilman Carter - Aye Councilman Kaylor - Aye Mayor Ross - Aye INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4621 authorizing and READING - BILL NO. 4621 directing the issuance, sale and delivery of not to exceed $10,800,000 - ISSUANCE OF 2018 Neighborhood Improvement District Limited General Obligation LIMITED OBLIGATION REFUNDING BONDS Refunding Bonds (South Area Sewer Improvement Project) Series 2018A, of the City of Blue Springs, Missouri and authorizing certain other documents and actions in connection therewith. City Clerk Sheryl Morgan made the first reading of Bill No. 4621 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4621 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried unanimously. Ms. Morgan made the second reading of Bill No. 4621 by title. 4621 Councilman Carter moved to adopt Bill No. 4621 upon its second reading and give it ORDINANCE NO. 4781, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Mayor Ross - Aye INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4622 approving a Contract READING - BILL NO. 4622 for Services with the City Prosecutor Tracey Chappell-Vick. City Clerk - CONTRACT WITH CITY Sheryl Morgan made the first reading of Bill No. 4622 by title; copies of PROSECUTOR the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4622 upon its first reading and proceed with the second reading . Motion seconded by Councilman Kaylor and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4622 by title. 4622 Councilman Carter moved to adopt Bill No. 4622 upon its second reading and give it ORDINANCE NO. 4782, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Councilman Culpepper - Aye Councilman Fowler - Aye Mayor Ross -ABSTAIN PRESENTATION- 2018 Dawn Davis of the ETC Institute presented the results of the 2018 ETC ETC CITIZEN SURVEY Citizen Survey. A copy of the PowerPoint presentation is attached to these Minutes and incorporated herein. MAYORAL Christmas Lighting Ceremony is tomorrow evening in downtown Blue ANNOUNCEMENTS Springs.
