CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING MAY 6, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May 6, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and Deputy City Clerk Julia Porter. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER pledge CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Kaylor. • Minutes of the April 15, 2019 City Council Meetings 1 and 2 and the Minutes of the April 29, 2019 City Council Work Session. • Liquor License for Origination Brewing LLC dba Wind Shift Brewing located at 3421 NW Jefferson Street Suite B, to manufacture, distill and blend intoxicating liquors as well as retail selling intoxicating liquors by the drink for consumption on premises to include Sunday sales • Resolution No. 22-2019 approving the disposition of Information Technology department records which have met the required retention period • Resolution No. 23-2019 approving a Change Order to Task Order No. 42 under a contract with TranSystems Corporation for survey and title work services for the 7 Highway Sidewalk Project • 2019 Board and Commission Appointments - The list of the Mayor's appointments are as follows: Appearance Review Committee: Reappoint: David Smith David Smith, Chair Bob Frost Board of Adjustment: Reappoint: Nancy Yendes New appointment: Shana League CDBG Advisory Committee: Reappoint: Cindy Miller, Chair New appointment: Keith Hannaman, Park Commission Rep. OAK MARKETPLACE south of SW Sunset Avenue and west of 1101 SW 7 Highway (Price Chopper) (RZ-03-19-6829); May 6, 2019 City Council Minutes Page 3 • An Amended PUD Concept Plan for Novel Place at White Oak Marketplace for 5.46 +/- acres for the development of a mid- rise apartment building (PUDC-03-19-6830); and • A plan for an industrial development project for the benefit of Novel Place Blue Springs, LLC, authorizing the City to issue its Taxable Industrial Revenue Bonds in the maximum principal amount of $23,000,000; and authorizing certain other actions in connection with the issuance of the bonds. The minutes of the public hearing were recorded by a certified court reporter. Deputy City Clerk Julia Porter entered one exhibit into the record for each of the three Public Hearings. STAFF REPORT Matt Wright, Senior Planner, outlined the proposed rezoning, Amended Planned Unit Development Concept Plan, and Chapter 100 Tax Abatement Bonds; and addressed questions from Council. APPLICANT Sid Douglas, Gilmore & Bell; Rich Wood, Polsinelli, P.C.; Chris Hafner, Davidson Architecture and Engineering; and Jeff Burg, Novel Place, LLC spoke on behalf of the applicant and addressed questions from Council. The Mayor hearing no further comments for or against, closed the public hearing at 6:42 p.m. INTRODUCTION AND 1 ST Councilmember Culpepper introduced Bill No. 4655 rezoning a 5.46 +/- READING - BILL NO. acre property from "GB/PUD" (General Business / Planned Unit 4655 - REZONE NOVEL Development) to "MF-18/PUD" (High Density Multi-Family / Planned PLACE AT WHITE OAK Unit Development) for Novel Place at White Oak Marketplace MARKETPLACE (RZ-03- development located +/- 230-ft. south of SW Sunset Avenue and west 19-6829) of 1101 SW 7 Highway (Price Chopper) (RZ-03-19-6829). Councilmember Fowler moved to approve Bill No. 4658 upon its first reading and proceed with the second reading.
