Upon conclusion of the public hearing, a Bill setting the 2019 Property Tax Levy will be ready for introduction and readings. BACKGROUND/JUSTIFICATION On September 3, 2019, the office of the County Clerk of Jackson County, Missouri, provided to the City the final total aggregate assessed valuation for the 2019 tax year in the amount of $1,024,281,766. This valuation includes assessments for real property, personal property, and state assessed railroad and utility properties. Included with this Bill are copies of the September 3, 2019, Notice of Aggregate Assessed Valuation and the Notice of Public Hearing for the City’s proposed tax levy scheduled to be held on September 23, 2019, at the special meeting of the City Council. The certification of the 2019 tax year represents an increase of $23,972,273 (2.83%) as compared to the final certification for 2018 (dated September 11, 2018). The assessed valuation also includes $8,530,866 in new construction, which means if new construction is removed overall property valuations increased by $145,693,003 (16.75%). This is a reassessment year and due to the significant increases in property values throughout the county, the county has received a large number of appeals and the process was not completed before the Final Assessed Valuation was distributed to the taxing entities. IF the assessment is lowered based upon the hearing of the appeals, after the rate is set, and revenues are lowered as a result, the City’s rate will adjust in 2020 and recoupment will be filed to make up for lost revenues. The State Auditor’s Office has recommended to continue with the levy-setting process with adoption of the ordinance and all documentation provided to the County Clerk by October 1. This Bill establishes the 2019 property tax levy for the City of Blue Springs at a total rate of $0.6463 per $100 assessed valuation and generates revenue consistent with the proposed budget that was submitted to the City Council for consideration on August 1, 2019. The 2018 property tax levy was $0.7175 and decreased by $0.0712 to $0.6463. The proposed 2019 tax levy for General Fund operations has been calculated at $0.4963 per $100 assessed valuation in compliance with Article X, Section 22 of the Missouri Constitution (the Hancock Amendment) and Section 137.073, RSMo.
