MINUTES OF COUNCIL MEETING
FEBRUARY 1, 2021
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February
1, 2021, 6:00 p.m. with Mayor Carson Ross presiding.
Pursuant to Jackson County Executive Order dated November 18, 2020 and any subsequent
amendments and Phase 2.5 of the Eastern Jackson County Recovery Plan limiting public
gatherings, the City Council participated in this meeting via video-conference and telephone to
ensure safe social distancing measures were taken as provided in Sections 610.020(1) and
610.020(4) RSMo. The public was able to attend via telephone conference.

Also present were Assistant City Administrator Christine Cates, City
Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. City Clerk Sheryl
ORDER Morgan confirmed a quorum of the Council was present.
CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Ericson.
• Minutes of the January 19, 2021 City Council Meeting
• Resolution No. 04-2021 approving a purchase in the amount of
$136,832.00 from Summit Truck Group of Missouri, LLC dba
Summit Truck Group of Kansas City for a Heavy-Duty Dump Truck
36,000 GVW (approx.) Single Axle 6x2 Complete with Hydraulics
and Dump Bed with Integral Salt Spreader
• Resolution No. 05-2021 approving a contract in the amount of
$73,920.00 with Strata Architecture, Inc., for design services to
construct restroom facilities throughout the E;3Iue Springs Park
system · •'
• Resolution No. 06-2021 approving the disposition of Information
Technology and Administration department records which have
met the required retention period as prescribed by the Blue
Springs Records Retention, Management, and Destruction Policy
dated November 28, 2016 and in accordance with the Missouri
Secretary of State's records retention guidelines
• Resolution No. 07-2021 appointing Successor Directors to the
Sunset Plaza Community Improvement District

No. 4835 by title; copies of the proposed Bill having previously been
made available to the public.
Councilmember Fowler moved to approve Bill No. 4835 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Edmondson and carried unanimously.

2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4835 by title.
4835 Councilmember Fowler moved to adopt Bill No. 4835 upon its second
reading and give it ORDINANCE NO. 4979, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Culpepper and carried with the following vote:

INTRODUCTION AND 1sr Councilmember Culpepper introduced Bill No. 4836 amending the
READING - BILL NO. 4836 2020-21 annual budget increasing the previously adopted budget of
-AMENDMENT TO THE FY $69,153,913 by $5,105,874 to $74,259,787.

City Clerk Sheryl Morgan made the first reading of Bill No. 4836 by
title; copies of the proposed Bill having previously been made
available to the public.
Councilmember Fowler moved to approve Bill No. 4836 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Edmondson. After questions from Council to
Assistant City Administrator Cates, the motion with a 6-1 as follows:

2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4836 by title.
4836 Councilmember Fowler moved to adopt Bill No. 4836 upon its second
reading and give it ORDINANCE NO. 4980, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Culpepper and carried with a 6-1 vote as follows:

PRESENTATION - BUY Lara Vermillion, President, and Trish Totta, Director of Membership of
BLUE SPRINGS the Blue Springs Chamber of Commerce presented an update of the
Buy Blue Springs and Discover Blue Springs programs. A copy of the
presentation is attached to these Minutes and incorporated herein.
PRESENTATION- Janet Thompson, Executive Vice President, and Tricia Meysenburg,
RETIREMENT PLAN Consulting Actuary, both with CBIZ Retirement Plan Service,
DESIGN REVIEW presented the Retirement Plan Design Review which included a
summary of neighboring cities' retirement plans, a review of plan
designs and assumptions, total monthly benefits, costs by individual,
aggregate costs and conclusions drawn from the review. A copy of the
presentation is attached to these Minutes and incorporated herein.
Ms. Thompson and Ms. Meysenburg answered questions from
Council.

CLOSED SESSION At 7:49 p.m., Councilmember Ericson moved for the Council go into
closed session pursuant to Se610.021(2), (3), and (9), Revised
Statutes of Missouri, for the purpose of privileged communications
between a governmental body or its representative and legal counsel
relating to real estate, personnel matters, and negotiations with
employee groups, and that any minutes, documents and other records
discussed or taken during the closed session remain closed, and that
the special meeting of this body stand adjourned at the completion of
such session. Motion seconded by Councilmember Kaylor and carried
with the following votes:
