CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING FEBRUARY 16, 2021 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Tuesday, February 16, 2021, 6:00 p.m. with Mayor Carson Ross presiding. Pursuant to Jackson County Executive Order dated November 18, 2020 and any subsequent amendments and Phase 2.5 of the Eastern Jackson County Recovery Plan limiting public gatherings, the City Council participated in this meeting via video-conference and telephone to ensure safe social distancing measures were taken as provided in Sections 610.020(1) and 610.020(4) RSMo. The public was able to attend via telephone conference. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. City Clerk Sheryl ORDER Morgan confirmed a quorum of the Council was present. CONSENT AGENDA Councilmember Ericson moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Culpepper. • Minutes of the February 1, 2021 City Council Meeting • Liquor License for Everyday 301 located at 301 SW 7 Highway Blue Springs, MO 64015, to sell intoxicating liquors in the original package, for consumption off premises, to include Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises The above Consent Agenda items were approved with the follow vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross -Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider approval of a CONDITIONAL USE Conditional Use Permit allowing storage - warehouse/ wholesale and PERMIT FOR METROLOGY office - general uses on 4.57 +/- acre property generally located at WORKS INC 101-105 SE Magellan Drive (CUP-01-21-7634) at 6:02 p.m. The 01 21 7634 (CUP- - · ) minutes of the public hearing were recorded by a certified court reporter. STAFF REPORT Matt Wright, Assistant Director of Community Development, reviewed the proposed project and requested Planned Unit Development Concept Plan and addressed questions from Council. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Assistant City Administrator Christine Cates provided an update on Tax Increment Financing and Economic Development Incentive as required by Section 99.865 RSMo. The report included an update on all Tax Increment Financing other projects with economic development incentives throughout the City, as well as the South Area Neighborhood Improvement District and Land Bank. A copy of the PowerPoint presentation and Annual Report are attached to these Minutes and incorporated herein. Ms. Hughes and staff addressed questions from Council. A copy of the presentation and audit documents are attached to these Minutes and incorporated herein. PRESENTATION - PUBLIC Bob Muenz, Chief of Police, reviewed the 2020 Annual Report and SAFETY CITIZENS' activities of the Public Safety Citizens' Advisory Board. ADVISORY BOARD ANNUAL REPORT PRESENTATION- Bob Muenz, Chief of Police, provided the Volunteers in Police VOLUNTEERS IN POLICE Services (VIPS) Annual Presentation. The VIPS provided 1,922 hours SERVICE of volunteer work in the Police Department, which is an equivalent of $52,299. MAYORAL Mayor Ross recognized the employees in the City's Public Works and ANNOUNCEMENTS Parks Department that manage the snow removal and water/sewer main breaks during the recent frigid weather conditions. Washington) CLOSED SESSION At 7:20 p.m., Councilmember Kaylor moved for the Council go into closed session pursuant to Sec 610.021 (1) and (3), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to litigation and personnel matters, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that the special meeting of this body stand adjourned at February 16, 2021 City Council Minutes Page 5 the completion of such session .
