LAND BANK OF BLUE SPRINGS, MISSOURI MINUTES OF BOARD OF COMMISSIONERS’ MEETING April 30, 2018 A meeting of the Board of Commissioners of the Land Bank of Blue Springs, was held on Monday, April 30, 2018, 3:00 P.M. in the Council Executive Conference Room, 1100 SW Smith, Blue Springs, Missouri, with Chairman Eric Johnson presiding. COMISSIONERS IN Tracy Baldridge Bill Cowling ATTENDANCE: Jim Fairbanks James May Eric Johnson OTHERS: Christine Cates, Assistant City Administrator Jacqueline Sommer, City Attorney Karen Van Winkle, Director of Finance Christie West, Board Secretary Matt Wright, Associate Planner of Community Development Cindy Rubino, Finance Accounting-Development Pat Chapman, Guest CALL MEETING Chairman Eric Johnson called the Land Bank of Blue Springs TO ORDER meeting to order at 2:58 P.M. APPROVAL OF Commissioner Fairbanks moved to approve Minutes of the April MINUTES OF 11, 2018 meeting of the Land Bank of Blue Springs, Missouri. APRIL 11, 2018 Motion seconded by Commissioner Cowling and carried MEETING unanimously. DISCUSSION OF City Attorney Sommer presented Parcel No. 54-420-98-03-01-0- PARCEL NO. 00-000 a farm lease at 28000 SE Wyatt Road, Blue Springs, MO 54-420-98-03-01-0-00- with Chapman Farms. Discussion followed. 000 VOTE ON FARM LEASE Commissioner Fairbanks moved to approve the farm lease contract WITH CHAPMAN FARMS of Chapman Farms. Motion seconded by Commissioner Cowling and carried unanimously. DISCUSSION OF City Attorney Sommer presented PARCEL NO. 54-200-01- Parcel No. 54-200-01-08-00-0-00-000; Parcel No. 54-200-04-10- 08-00-0-00-000; 54-200- 00-0-00-000; Parcel No. 54-100-02-03-00-0-00-000; Parcel 04-10-00-0-00-000; 54- No.41-700-03-03-00-0-000 all farm leases at 28000 SE Wyatt 100-02-03-00-0-00-000; Road, Blue Springs, MO with Chapman Farms. Discussion 41-700-03-03-00-0-000 followed. VOTE ON FARM LEASE Commissioner May moved to approve the farm lease contract of WITH CHAPMAN FARMS Chapman Farms. Motion seconded by Commissioner Fairbanks and carried unanimously. DISCUSSION OF Christine Cates presented the 2nd Quarter, 2018 Financials as of 2ND QUARTER, 2018 March 31, 2018, of the Land Bank. Discussion followed. FINANCIALS DISCUSSION OF THE Karen Van Winkle presented the Amendment to the 2017-2018 2017-2018 LAND BANK budget. Discussion followed. BUDGET VOTE TO AMEND THE Commissioner Cowling moved to amend the 2018-2019 Land Bank 2017-2018 LAND BANK Budget. Motion seconded by Commissioner May and carried BUDGET unanimously. DISCUSSION OF THE Karen Van Winkle presented budget summaries for the 2018- 2018-2019 2019 Land Bank budget. Discussion followed. LAND BANK BUDGET VOTE ON ADOPTION OF Commissioner Fairbanks moved to adopt the 2018-2019 Land Bank 2018-2019 LAND BANK Budget. Motion seconded by Commissioner May and carried BUDGET unanimously.
