Minutes of a Regular Parks & Recreation Commission Meeting July 10, 2018 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, July 10, 2018 at the Fieldhouse. The Chairman called the meeting to order. Richard Mitchem – Absent Parks Dept. Staff: Dennis Dovel George Deibert – Present Parks Dept. Staff: Matt Asikainen Kathy Richardson – Present Parks Dept. Staff: Mary Herrington Keith Hannaman – Present Parks Dept. Staff: Randy Cooper Dena Duhon - Present Parks Dept. Staff: Amanda Johnson Maureen Johnson – Absent Parks Dept. Staff: Marty Bears Brandon Jackley – Absent City Council Liaison: Ron Fowler - Present Michelle Brown – Absent Megan Johnson - Present A motion was made by Dena Duhon and seconded by George Deibert to accept the Consent Agenda; it passed unanimously. Visitors/Correspondence: Dennis brought forth various requests/complaints from the public to the commission regarding dogs at the Concert in the Park series, ATV requests on the trails, and a complaint regarding formatting changes to our softball leagues. As of now, no changes will be made to the policies currently in place. Program/Activity Spotlight: Marty presented on the MARC/OATS transportation changes. In the past, the Mid America Regional Council provided funding for seniors to utilize OATS transportation free of charge. As of July 1st changes were made to pay OATS to pick up patrons Monday through Friday and take them to and from Vesper Hall. The department will be paid $5/one way trip by MARC. Approximately 200 trips are made monthly through OATS and 80 daily meals are delivered to seniors. MARC will reimburse for those meals and the OATS trip to deliver the meals. Meals are made on sight and delivered hot daily by 8 volunteer workers. Finances: Dennis reviewed the financial report included in the packet. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: None City Council Liaison Report: None Old Business: Elections of Officer’s for 2018-2019: After discussion, nominations were opened for Chairman. Dena Duhan nominated Keith Hannaman. Kathy Richardson seconded the motion, and Keith Hannaman was elected unanimously. Nominations were then open for Vice Chairman. Dena Duhan nominated Maureen Johnson, Kathy Richardson seconded the nomination. Maureen was unanimously elected Vice Chairman. 1 Park Sales Tax Update: Park sales tax monthly proceeds were reviewed. The fiscal year 2017-2018 sales tax project costs were reviewed. The projects for the fiscal year that have been completed or will be completed include: the tennis courts at Blue Springs and Pink Hill park, Rotary Park playground renovations, Ward Park playground renovations, trail renovations at Woods Chapel, Baumgardner, and Duncan Trail Road, and various projects at Adams Point Golf Course. On June 28th, 2018 the Park Sales Tax Sub Committee met alongside Parks and Recreation staff members to review designs submitted for the Old Mill playground and splash pad project. Five designs were selected to move on to the next phase. The committee asked for revisions to some of the designs to be made and then resubmitted by July 16th, 2018. The next Sales Tax Sub Committee meeting will take place on July 17th to review the revisions made. The committee will select two to three designs to present to the public to vote on.
