A regular meeting of the Planning Commission of the City of Blue Springs was held at 6:30 p.m. on Monday,
December 12, 2022, in the Council Chambers of the Howard L. Brown Public Safety Building, located at 1100 SW
Smith Street, Blue Springs. The meeting was also viewed live on Blue Springs Channel 7, AT&T Channel 99, and

CALL TO ORDER Chairperson Byron Craddolph called the meeting to order at 6:30 p.m. with a request
that everyone stand for the Pledge of Allegiance.
Boy Scout Pack 362 led the Pledge of Allegiance.
CONSENT AGENDA Chairperson Byron Craddolph requested action on the Consent Agenda with a motion

STAFF CONDITIONS 1. Approval based on the representations of any drawings presented as part of this
application does not waive any requirements or development standard
contained in the UDC unless otherwise specified by the Alternative
Development Standards.
2. The Conditional Use Permit allows the “Building or Construction Contractor –
with Machinery, Equipment, or Storage” use at, Fine Restoration, which is
addressed as 3719 SW US 40 Highway, Blue Springs, Missouri. All UDC
requirements applicable to said use shall be met at all times, unless modified
with the Alternative Development Standard(s).
3. All storage of machinery and equipment shall be placed in the rear or non-street
corner sides of the building and screened from street view.
4. All storage of trailers, company vehicles or other similar equipment may not be
located within the required front or street side of the building in the GB Zoning
District.
5. Central Jackson County Fire Protection District Station 3 must perform a Life
and Fire Safety inspection prior to the issuance of CO for this building.

STAFF CONDITIONS
2. The Conditional Use Permit allows the “School – Elementary, Middle, or High”
use in a “GB” (General Business) zoning district located at 2100 NW 7 Hwy.
3. The Conditional Use Permit shall be valid for twelve (12) months starting
December 20, 2022. During this time, all public and private improvements to
accommodate the use shall be completed. Improvements include, but are not limited
to, a 5-ft. ADA-compliant sidewalk along NW 7 Hwy., parking improvements, and
landscaping improvements. If all required property improvements are completed
the Conditional Use Permit will automatically be renewed indefinitely. If required
improvements are not completed by December 20, 2023, the Conditional Use
Permit must be renewed for another period of time to guarantee improvements will
be made or the Conditional Use Permit may be revoked or expire.

QUESTIONS Commissioner Peil questions about what cementicious siding/panels are.
Ms. Bright defers to the applicant but does explain cementicious sidings/panels are
substituted for masonry.

Mr. Broker states the material is just a manufactured siding product with cement in it.

2. All homes must meet the Architectural Design Standards as approved with the PUD
Concept Plan.
a. All homes in the subdivision shall have an area equivalent to at least 30
percent of the first-floor front façade elevation (including window and door
areas and related trim areas) shall be clad in brick, stone, stucco, or other
approved masonry materials; Cementitious siding/panels may be utilized in
lieu of masonry, provided that 100% of the entire front elevation is
comprised of cementitious siding/panels.
b. Exposed foundations which extend above grade more than 22 inches shall
be covered with a material that is already approved for the home.
c. The front entry of any residential structure, which does not have a front
entry porch, shall be emphasized by the use of at least one of the following
design strategies:
i. The design of the door.
ii. The design of its surrounding elements.
iii. The inclusion of sidelights (glazed openings to the side of the door) in
the entry design.
iv. The location of the front door in a visually prominent location.
d. The mailbox kiosk for the subdivision shall be architecturally integrated
into the development.
e. 100 percent of the dwelling units shall have a garage door with windows
and enhanced garage door design.
f. No more than 25 percent of the homes in the subdivision are the same model
(with distinctly different floor plans).
g. 20 percent of the homes shall have a front garage wall that is at least two
feet further from the street than the primary front wall plane of the home or
the leading plane of a porch.
h. Additional design elements such as shutters, decorative accent lights, etc.
3. Landscape buffers and amenities shall be installed prior to the issuance of a
Certificate of Occupancy for the first lot.
4. The following items shall be provided prior to the issuance of a Certificate of
Occupancy for each lot:
a. Sidewalk improvements adjacent to each lot.
b. A minimum of 45 plant units and street tree shall be installed.
