MINUTES of REGULAR MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held June 7, 2022 The Board of Commissioners of the City of Bowling Green, Kentucky met in regular session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 4:30 p.m. on June 7, 2022. Mayor Todd Alcott called the meeting to order. An invocation was provided by Shake Rag Barbershop owner Chris Page and all present recited the Pledge of Allegiance. Assistant City Clerk Hope Spiller called the roll, and the following members were present: Commissioner Sue Parrigin, Commissioner Carlos Bailey, Commissioner Dana Beasley-Brown, Commissioner Melinda Hill and Mayor Todd Alcott. Absent: none. There was a full quorum of the Board of Commissioners. CITY MANAGER City Manager Jeffery B. Meisel reminded the audience to sign-up in the back of the Commission Chamber in order to speak during public comments. APPROVAL OF MINUTES Regular Meeting May 17, 2022. Minutes of the above-referenced meeting were distributed to the Board of Commissioners with the Agenda for review. Motion was made by Bailey and seconded by Hill to approve said minutes. OF BOWLING GREEN, KENTUCKY IN AN AMOUNT NOT TO EXCEED $695,888 Summary of Municipal Order No. 2022 – 100 was read by the Assistant City Clerk. Motion was made by Parrigin and seconded by Bailey for consideration of said Municipal Order. Meisel reviewed and recommended the bid for Smallhouse Road multi-use path construction from Infinity Pipeline, Inc. in the amount not to exceed $695,888. Following a question regarding road closures, Public Works Director Greg Meredith confirmed there could be lane closures. S. DEPARTMENT OF JUSTICE IN AN AMOUNT UP TO $500,000 Summary of Municipal Order No. 2022 – 103 was read by the Assistant City Clerk. Motion was made by Beasley-Brown and seconded by Hill for consideration of said Municipal Order. Meisel reviewed and recommended the submission of an application for funding through the 2022 COPS Hiring Program from the U.S. Department of Justice in an amount up to $500,000. Meisel reviewed and recommended the submission of an application for an application to the U.S. Department of Justice, Bureau of Justice Assistance for bulletproof vests for the Police Department in the amount of $15,510. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT Summary of Municipal Order No. 2022 – 105 was read by the Assistant City Clerk. Meisel reviewed and recommended the Year 19 Annual Action Plan of the Consolidated Plan for CDBG Entitlement funding and authorizing the submission to the U.S. Department of Housing and Urban Development (HUD). Neighborhood and Community Services Director Brent Childers briefly reviewed improvements made to neighborhoods since the City began applying for CDBG Entitlement funding. MUNICIPAL ORDER NO. 2022 – 106 MUNICIPAL ORDER APPROVING AMENDMENTS TO THE ADMINISTRATIVE PERSONNEL POLICY AND PROCEDURES MANUAL FOR CITY EMPLOYEES Summary of Municipal Order No. 2022 – 106 was read by the Assistant City Clerk. Motion was made by Hill and seconded by Bailey for consideration of said Municipal Order. Meisel recommended the approval of the amendments to the Administrative Personnel Policy and Procedures Manual for City employees. Human Resources Director Erin Hulsey explained the recommended revisions included the addition of a paid holiday (Presidents’ Day), extended take home vehicle boundaries, the addition of pregnancy and parental leave, as well as other revisions. Motion was made by Hill and seconded by Beasley-Brown for consideration of said Municipal Order. Meisel recommended the approval of the amendments to the Risk Management Manual. In addition, Safety and Risk Manager David Weisbrodt highlighted training opportunities offered to all City employees. Meisel recommended approval of the insurance premium payments to the Kentucky League of Cities (KLC) for 4 (Minutes-Board of Commissioners-June 7, 2022) various insurance coverages and workers’ compensation for Fiscal Year 2023. Motion was made by Hill and seconded by Beasley-Brown for consideration of said Municipal Order. Human Resources Director Erin Hulsey reviewed and recommended approval to continue employee health care specific stop-loss insurance coverage for Fiscal Year 2023 with Sun Life. Meisel 5 (Minutes-Board of Commissioners-June 7, 2022) recommended the approval of the purchase of properties at 136 and 140 State Street and 533 E. 2nd Avenue, and further authorizing City Officials to execute the Real Estate Sale and Purchase Agreement, deed and all necessary documents. Neighborhood and Community Services Director Brent Childers briefly reviewed the history of the properties and stated these properties would transition to affordable housing after restoration.
