4. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together
to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or

A. Approve the August 22, 2023 regular meeting minutes as presented
B. Approval of the Women’s Resource Center Proclamation in observance of Domestic Abuse
Awareness for the month of October 2023.
C. Approve the Police Department DJI M3T Drone purchase order contract to Unmanned Vehicle
Technologies (UVT) for an amount not-to-exceed $7,138.19.

9. OLD BUSINESS
A. Short-term Rental Update
Planning Director Scott McPherson will be reviewing Short Term Rentals in the City and operation of
the City’s STR ordinance to date.
B. Bubbler Ordinance First Reading
Consider the recommendation from Planning Director Scott McPherson to approve scheduling the
proposed amendment to Chapter 74, to enact Article III, Sections 74-43 through 74-49, and to
schedule a second reading on October 24, 2023 or later.
10. NEW BUSINESS
A. Boyne City Housing Commission Property Transfer Request
Consider the recommendation from City Manager Michael Cain to approve the request of the Boyne
City Housing Commission to transfer title of the requested Housing Commission operated
properties to them, authorize the City Manager and City Clerk/Treasurer to execute any necessary
documents to implement the transfer after City Attorney review and approval with the Housing
Commission covering all costs associated with the transfers.
B. Compensation Commission Recommendation
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve the
recommendation from the Compensation Commission to increase the compensation by $500
setting the annual amounts at $3,750 for Mayor and $3,200 for Commissioners as provided by City
Ordinance A-78.
C. 2023 Paser (Pavement Surface and Evaluation Rating) Study Contract Award
Consider the recommendation from Director of Public Works & Utilities Doug Varney to award a
purchase order contract to C2AE for the 2023 Paser Study in an amount not-to-exceed $11,500 per
the bid dated 8/29/2023, and to authorize the City Manager execute the necessary documents.
