The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new

A. City Commission Minutes
Approve the November 14, 2023 regular meeting minutes as presented.
B. Unit Heater Replacement for Main Lift and Well Houses
Approve the recommendation from Director of Public Works and Utilities Doug Varney to award a
purchase order contract to Lakeside Heating & Cooling for the replacement of three (3) unit heaters
located at the lift station and well house in an amount not-to-exceed $8,409.00 per the bid dated
11/21/2023 and authorize the City Manager to execute the necessary documents.

A. Marina Improvements Update and Proposed Change Order
Consider the recommendation from City Manager Michael Cain to review the status of the current
marina improvement project with Michael Morphey and City staff and approve proposed change order
no.1 for an amount not-to-exceed $25,990.00 for additional electric system research and design work.
B. 2024 Season Rate Recommendations for the F. Grant Moore Municipal Marina
Consider the recommendation from City Manager Michael Cain to approve the use of the following
rates for the 2024 F. Grant Moore Municipal Marina Season:

C. Master Plan Update Professional Services Agreement
Consider the recommendation from Planning Director Scott McPherson to approve the Agreement for
Professional Services from Beckett&Raeder Inc., dated November 16, 2023, for the City of Boyne
Community Master Plan for an amount not-to-exceed $59,932.00 and to authorize the City Manager to
execute the necessary documents.
D. RRC Technical Assistance Grant Funding Acceptance
Consider the recommendation from Planning Director Scott McPherson to approve a resolution to
accept MEDC Technical Assistance funds in the amount of $44,544.00 and to commit $14,484.00 in
matching funds to complete the Boyne City Master Plan Update Project and to authorize the City
Manager to execute the necessary documents.
E. Legal Services/MML Orientation Work Sessions
Consider the recommendation from City Manager Michael Cain that the City Commission determine if it
would like to schedule work sessions on Tuesday, December 5th at 5:00 p.m. and Thursday, December
7th at 5:30 p.m. to meet with the firms that have submitted Legal Services proposals and or set dates for
an in-house City Commission orientation with the Michigan Municipal League.
9. NEW BUSINESS
A. Recommendation for the Fire Department Garage Door Repair
Consider the recommendation from Fire Chief Dennis Amesbury to approve the use of Northwest Door
for the repair of the broken garage door and the replacement of the spring supports for all ten garage
door openers for an amount not-to-exceed $14,326.37 and to authorize the City Manager to execute
the necessary documents.
B. Veteran’s Park Pavilion PA System Protocols and Procedures – Fee Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve the Veteran’s
Park Pavilion Sound System Use fees as presented.
C. City Board and Commission Membership/Appointment Information
Consider the recommendation from City Manager Michael Cain to review the materials provided and
determine what, if any, appointments or liaisons it wishes to make now or in the future.
D. Board of Review Appointment Recommendation
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve the appoint Penny
Cash with a term expiring January 1, 2027, and for Paula Herzog with a term expiring January 1, 2026
to the Board of Review.
E. Employer Paid Health Insurance State Compliance
Consider the recommendation from City Manager Michael Cain to approve a motion opting out of the
requirements of PA 152 of 2011 for 2024.
F. 2024 City Commission Meeting Schedule / FYE 2024 Budget Schedule
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve its regular meeting
schedule for 2024 the 2nd Tuesday of each month at 7:00 p.m. and the 4th Tuesday of each month
except December at 12:00 p.m. and the month of February holding the 7:00 p.m. meeting on February
6, 2024 and the 12:00 p.m. meeting on February 20, 2024 with all meetings to be held at Boyne City
City Hall, 319 North Lake Street in Boyne City, MI and also approve the FYE 2024 Tentative Budget
Schedule as presented.

• The Annual Audit Review Work Session is scheduled for December 12, 2023 at 4p.m.
• The next regular City Commission meeting is scheduled for December 12, 2023 at 7p.m.
