APPROVAL OF AGENDA The City Commission may remove any item from or add any item to the regular agenda or approve the agenda without changes A. Approve the April 28, 2026 regular City Commission agenda 5. CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the April 13, 2026 special meeting minutes as presented B. Approve the April 14, 2026 regular meeting minutes as presented C. Approve the April 14, 2026 closed session meeting minutes as presented D. Proclaim May 4, 2026 as International Firefighters Day in the City of Boyne City 6. PUBLIC COMMENTS (5 minutes) 7. REPORTS OF OFFICERS, BOARDS AND STANDING COMMITTEES A. March 2026 Financials 10. UNFINISHED BUSINESS A. Updated Resolution of Support for Skate Park – Eads Consideration to approve the resolution supporting submission of the “Boyne Area Skate Park Project” to the Michigan Natural Resources Trust Fund and acknowledging the Skate Park User Group’s $94,000 financial commitment toward the project B. Short Term Rental (STR) Update Update provided by Planning Director Zachary Sompels, AICP 11. NEW BUSINESS A. FYE 2025/2026 Budget Amendments Consideration to approve the Budget Amendments for FYE 2026 as presented incompliance with Accounting and Budgeting Standards B. Evangeline Township, Planning and Zoning Services Consider the Recommendation from City Manager Sam Demel to approve a 15% reduction to the 2025 planning services invoices, resulting in a total amount due of $39,546.62, and authorize the City Manager and Clerk/Treasurer to execute the necessary documents. C. Friends of Boyne River – Riverside Park Erosion Consideration to approve the request from Friends of the Boyne River to complete repairs and improvements to the Riverside Park boat launch and authorize the provision of up to 10 cubic yards of gravel, at a cost not to exceed $500, and authorize the City Manager and Clerk/Treasurer to execute the necessary documents. D. Clean Water State Revolving Fund (CWSRF) #58890-1 Change Order Consideration to approve Change Order 4 to Contract 1 of the CWSRF project to reduce the project by $73,156.48 after all balancing quantities are applied, with the addition of Hemlock and High Street as outlined above, and authorize the City Manager and/or City Clerk/Treasurer to execute necessary document. E. Closed Session Request 1) Consider the request from City Manager Sam Demel to go into closed session for the purpose of discussing collective bargaining strategy as provided in MCL 15.323(1)(e) of the Open Meetings Act 2) Consider the request from City Manager Sam Demel to go into closed session to consult with its attorney regarding trial or settlement in connection with specific pending litigation (Daifuku v City of Boyne City, Michigan Tax Tribunal Case No. 24-002138) because discussion in an open meeting would have a detrimental financial effect on the litigating or settlement position of the City pursuant to Section 8(1)(e) of the Open Meetings Act (MCL 15.268(1)(e)). 12. GOOD OF THE ORDER 13. ANNOUNCEMENTS • The City-Wide Special Election will be held Tuesday, May 5, 2026. Polls are open from 7:00 a.m. until 8:00 p.m. • The next regular City Commission meeting is scheduled for May 12, 2026 at 7 p.m. • City Offices will be closed Monday, May 25, 2026 in observance of Memorial Day • The second regular City Commission meeting is scheduled for Thursday, May 28, 2026 at 12:00 p.m. 14.
