Approved PUBLIC INPUT / COMMENTS : COMMENT : Gina Morlan , Perry St 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Dumpster Exception wondering if the attorney had been contacted. Wants to go on record requesting that people who turned in their petition after five be removed. Response: N/A COMMENT: Nina Young, Varnum Street Loved the Swear-In Event, wondering about time usage of Town Hall, and concerned about finances. RESPONSE: N/A Mayoral Budget Presentation: Presented by Mayor Rocio Treminio-Lopez and read budget line by line. Motion to Receive Mayoral Budget FY 16 Proposed Budget by Council Member Jennifer Murphy Seconded by Council Member Jason Barnett. Approved Budget Synopsis: Guide of Budget Sources to help facilitate a speedy process and providing further information provided and presented by Town Treasurer Malynda Hills-Williams. TREASURERS REPORT: - Audit Update All of the items identified by auditors have been completed. - Resolution for Dedicated Town Center Account Recommendation of Town Administrator and Mike Lightfield to have it be reviewed by the Attorney. As a result there was change to the language and will be provided back to the Council for the Approval. Motion to accept Treasurer Report by Council Member Jennifer Murphy, seconded by Council Member Jason Barnett. Approved Town Clerk Report Motion to accept Town Clerk Report by Vice Mayor Jennifer Kravassi, seconded by Council Member Jennifer Murphy. Approved Code Enforcement : Read by Town Administrator Talk of increasing the Permit fees and asked Town Administrator to ask other municipalities what they currently charge. Mayor suggests placing in the newsletter of notice of rules and laws that Code Enforcement comply under, in order for Code Enforcement to walk into people’s yards to check for vehicles in a later date. Town Administrator suggests thinking about name change from Code Enforcement to Code Compliance. Council Member Victor Olano would like to have the Code Enforcement to come and talk to the Council. Approved Police Department Report Motion to accept Police Department Report by Vice Mayor Kravassi, seconded by Council Member Jennifer Murphy. Approved Town Administrator Rep ort: Presented by Town Administrator Reginald Bagley Mayor Suggested getting it in place Neighborhood Watch Motion to accept Town Administrator Report by Vice Mayor Jennifer Kravassi, seconded by Council Member Jason Barnett. Approved OLD BUSINESS : - Cable Media proposal With Severn Integrated Systems Panasonic High Tech Cameras Motion to purchase the Panasonic Cameras, Switch, and controlling device and f not to exceed $9,520.25 from Severn Integrated system out of 5-9432 Vice Mayor Jennifer Kravassi, second Council Member Jason Barnett. Approved by roll call all in favor. - Dumpster Exemption- Table till April 21, 2015 till attorney has been able to review it - Status on Recruitment of Treasurer, and Chief 1. Treasurer- 2 Candidates that will be schedules to be interviewed Interview of Treasurer candidates will be held April 13, 2015 at 6:30pm and 7:30pm 2. Chief- Working on Contract and final stages planned to have it finalized by the 27th of April - Compost Bin Bulk Purchase and Resale to Residents Green Team has been working to get residents into composing. Municipalities sell bins for $20 cost the town approximately $11 total cost $218.50 Motion to pay $598.50 to NEI Institute for compost bins from line item 5-1245 by Council Member Jennifer Murphy, seconded by Vice Mayor Jennifer Kravassi. Approved - Windom Road Sidewalk RFP Public Works has received $38,000 quote but beyond budget Motion to have Town Administrator write a RFP for needs of Windom Road by Jason Barnett, seconded by Vice Mayor Jennifer Kravassi. Approved NEW BUSINESS : Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting - Stipend for Phone Bills Talk about having a cell phone stipend for $50 per person for 3 people per month, which cause the phone number to become public. Motion to see how other municipalities work with this by Council Member Murphy, seconded by Vice Mayor Jennifer Kravassi. Approved - MML Conference Budget Approval Motion to Approve MML Conference Registration for 6 people for date June 20-July 1 for $2,880.00 from line item 5-1190 by Vice Mayor Jennifer Kravassi, seconded by Council Member Jason Barnett. Approved - Anacostia Clean Up – Information Provided for the even April 25th 9-12pm Motion request to approval for town registration to be included officially, for event taking place on April 25, 2015 from 9am-12pm by Council Member Murphy, seconded by Vice Mayor Kravassi. Approved Reading of the Closing Meeting under Open Meeting Act for meeting, on April 7, 2015 at 6:45 pm, to discuss Police Chief Contract. Adjourn Meeting Procedures Thank you for attending this public meeting. Listed below are the Town Council's procedures. Presiding Officer The Presiding Officer of the Council is responsible for conducting the meeting. When present and participating, the Mayor shall serve as presiding officer. When the Mayor is not present or if the mayor abstains from participation on a matter, the Vice Mayor shall serve as the presiding officer. If neither the Mayor nor the Vice Mayor is able to serve, the remaining Council Members may designate a Member of the Council to preside over the meeting. Publics Participation in Town Council Meetings (1) In accordance with the terms of the Maryland Open Meetings Act all meetings of the Town Council shall be open to the public unless the Council is in Executive Session or State law otherwise allows a meeting to be closed. (2) At the Town Council's discretion, the Council may permit a person to address the Council concerning an item on the agenda or to present a subject for the Council's consideration during the Public Comment period. (3) Persons wishing to make public comments shall abide by the following rules: (a) When recognized by the Presiding Officer, the speaker should approach the podium, state his/her name and address for the record, and, if speaking on behalf of an organization or other group, identify the group represented. (b) Only one person may address the Council at any one time. (c) Speakers must limit presentations to matters within the Town's subject matter jurisdiction. (d) Speakers should address all remarks to the Town Council as a whole, not to individual members or to the audience. (e) Speakers should limit their presentations to no more than three (3) minutes each. There shall be no substitutions or pooling of speakers. (f) The Presiding Officer may encourage speakers to not merely repeat views expressed by others. (g) Once all comments have been heard, Council will begin their discussion on the item. (h) Any point during the meeting, the Town Council may opt to limit the number of speakers on a particular topic or topics not yet reached. (i) In compliance with the Open Meetings Act, the Council shall not deliberate or vote on a matter not appearing on the agenda (non-agenda items), except for purposes of presenting statements of current fact or policy or for determining whether the matter should appear on a future Agenda. (j) Engaging in verbal comments intended to insult or slander anyone may be cause for termination of speaking privileges and/or removal from the Council Chambers.
