Village Board of Trustees Regular Meeting May 5, 2020 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 5th of May, 2020 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Cesare DeRose, Jr., Trustee Kevin Hunt, Trustee Edward E. Midgley, Trustee Also Present Philip Zegarelli, Village Manager Daniel Pozin, Village Attorney Christine Dennett, Village Clerk David Turiano, Village Engineer Pledge of Allegiance Continuation of Public Hearings Amend Chapter 220-2, Zoning Definitions Amend Chapter 220-3, Zoning Districts and Map Amend Chapter 195, Taxation The Board opened all three hearings together. Deputy Mayor Chatzky gave a synopsis of the proposed changes. There were no public comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to adjourn the public hearing to May 19, 2020 at 7:30pm. Board of Trustees Announcements  Briarcliff Cares is offering shopping trips to help seniors and others that have trouble getting to the store.  The Library has many virtual programs available. Visit their website for more information. 1   The Senior Car Parade will be on Friday, May 8th.  The Board thanked Village Staff for all the hard work they’ve been doing and keeping the Village running during times of uncertainty. Trustee DeRose announced that after 6 years on the Board he would be resigning his position and stated that May 19th would be his last meeting. The Board thanked Trustee DeRose for his service and for staying past his term during the pandemic. Village Manager’s Report by Village Manager Zegarelli  The Village Election originally scheduled for March has now been scheduled for September 15th.  Village Court will remain closed into June.  The tennis courts will be opened for use by two people at a time.  The status of the Village Summer Camp is still undetermined.  The pool will be ready for when the Governor allows it to open.  The Village’s Census response is in the top five for the County. 70% response rate.  Outstanding water bills will be levied to tax in May.  A Tree Planting Proposal being done for Law Park by the playground.  Hydrant flushing is underway. Village Engineer’s Report by Village Engineer Turiano  COVID-19 Construction Regulations: Restrictions are in place and all non- essential work has ceased. Single workers are permitted and landscaping maintenance is permitted.  Streetscape: Design materials are being reviewed by the Board.  Law Park Drainage: Minimizing curb changes.  Cross Access Easements: Working with various owners to gain access.  Village Hall ADA: 95% plans have been received.  Long Hill Pump Station: Working to decommission it.  Cell Tree: Close to the issuance of a building permit. Committee Reports Beautification Committee:  New source for flowers.  Hanging baskets will be installed.  Additional volunteers are needed. Send letter of interest to BOT@briarcliffmanor.org. Recreation Advisory Committee:  Earth Day activities will be postponed to October.  Signs will be installed in Chilmark Park regarding loitering.  The Clay Tennis Courts will be opened. 2   Pickleball Estimates came in high and other sources will be looked in to.  The new backboard and rim will be installed.  Chapter 153 addresses park rules and will be further reviewed. Public Comments There were no public comments. Acceptance of Donations The Board thanked everyone for their generosity that donated food and PPE to the Village. Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees hereby accepts the following donations to the Briarcliff Manor Police Department: Donations of PPE Resident from Scarborough Road, 9 boxes N95 masks Euro Pizza, 1 box N95 masks Briarcliff Chinese Community, 400 masks Susan Calenda, 51 Jackson Road - 4 respirators Value Drugs OVAC – Sanitizing solution and masks Robert Grasso Waterbury and Kelly Hudson Landscape Donations of Food Linda Urban Ossining PAL Atria Senior Living Jose Sampaia, People Helping People Charlie Valt, DPW Xiomara Rivera, XOXO Catering Sleepy Hollow Country Club 3 Chris & Kathleen Sapienza Pershing Family Brian Carcaterra Dan Zucchi Eric and Lara Trump Sarah Khosrowshahi Maya’s Cafe Budget Amendment – Insurance Recovery Upon motion by Trustee DeRose, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the budget for fiscal year 2019-2020 is hereby amended as follows: INSURANCE RECOVERY Increase Expense F8340.420 Hydrant Repair $10,553.08 Increase Revenue F0101.2680 Insurance Recovery $10,553.08 Appointment to Recreation Advisory Committee Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution and thanked Mr. Milano for volunteering: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointment: Marc R. Milano as a member of the Recreation Advisory Committee for a term to expire on April 1, 2023. Schedule a Public Hearing to Amend Chapters 220-5, Planning Office and Laboratory B District, 220-6, Special Permit Uses and Chapter 220-3, Districts and Maps Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the May 19, 2020 Board of Trustees meeting at 7:30pm to hear and discuss proposed local laws to amend Chapter 220-5, Planned Office Space and Laboratory B District, 4 Chapter 220-6, Special Permit Uses and Chapter 220-3 Districts and Maps of the Code of the Village of Briarcliff Manor. RESOLVED FURTHER that the proposed local laws to amend Chapter 220 of the Code of the Village of Briarcliff Manor with respect to the BZone is hereby directed to the Village Planning Board and to the Westchester County Planning Board for review and recommendation and to the Town of Ossining, Town of Mount Pleasant, and Village of Ossining for review and comment as they see fit. Minutes Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the minutes April 21, 2020. Adjournment The Board wished a Happy 90th Birthday to Deputy Mayor Chatzky’s mother.
