Village Board of Trustees Regular Meeting August 19, 2025 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 19th of August, 2025 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee via Zoom Malcolm Netburn, Trustee Also Present Josh Ringel, Village Manager Ryan McLeod, Attorney Absent Christine Dennett, Village Clerk/Assistant Village Manager Josh Subin, Village Attorney Pledge of Allegiance Promotion of Police Sergeant Chief Bueti gave a recommendation to promote Officer Yeager to Sergeant after years of dedicated service and professional acumen noting his instrumental input in the creation of the Commercial Vehicle Enforcement Unit and congratulated him on his appointment. Mayor Vescio swore in Sergeant Yeager and congratulated him along with the Board. Continued Public Hearing to Amend Chapter 220-2, Definitions and 220-10, Affordable Housing Deputy Mayor Chatzky explained the proposed legislation. There were no comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the public hearing to September 2, 2025. Board of Trustees Announcements  A concert will be held in Law Park on August 21st.  Community Day is scheduled for September 6th. 1   Volunteer and join the Briarcliff Manor Fire and Ambulance Department. Village Manager’s Report  Since 2019 the Village has applied for 74 grants, of which, 62 have been awarded with 6 still pending. Commendable efforts by staff and the Village’s grant writer, Fiona Hodgson. Committee Report  No report. Public Comments Mr. Charles Blowe of Colby Lane stated there were 1600 political subdivisions in the State of New York, 17 received this grant and only 6 were larger than the one given to the Village (mostly in New York City). He further stated this makes a huge difference in the community and gave credit to the Village Manager, Fiona, staff and the leadership of the Board of Trustees. Authorize Village Manager to Execute an Intermunicipal Agreement with Westchester County for Mutual Aid Rapid Response Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: WHEREAS, the County of Westchester has established a Mutual Aid and Rapid Response Plan for the Police Departments of Westchester County, New York (the “Plan”), to formalize operational procedures for law enforcement assistance among participating agencies; and WHEREAS, the Board of Trustees has reviewed the proposed Intermunicipal Agreement (IMA) with the County of Westchester, which sets forth the terms for participation in the Plan from July 31, 2025 through July 30, 2030; and NOW, THEREFORE, BE IT RESOLVED, that the Village Manager is hereby authorized to execute the Intermunicipal Agreement with the County of Westchester for participation in the Mutual Aid and Rapid Response Plan for the Police Departments of Westchester County, subject to review and approval by the Village Attorney and the Village’s insurance carrier. Resolution of the Board of Trustees Endorsing Greenway Conservancy Trail Grant Program Application Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: WHEREAS the Village of Briarcliff Manor is applying to the Hudson River Valley Greenway for a grant under the Greenway Conservancy Trail Grant Program for 2 a project titled Briarcliff Pine Road Park Trails Design 2025 to be located in the Village of Briarcliff Manor; and WHEREAS the grant application requires the applicant municipality to obtain the approval and endorsement of the governing body of the municipality in which the project will be located; and WHEREAS the Village will provide a match equal to 50% of the total project cost; and NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the Village of Briarcliff Manor hereby does approve and endorse the application for a grant under the Greenway Conservancy Trail Grant Program for the Pine Road Park Trails Design project and authorizes Joshua Ringel, Village Manager, and Christine Dennett, Assistant Village Manager, to act on its behalf in submittal of the application. Adoption of Amenity Donation Policy Upon motion by Trustee Hunt, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby adopts Policy #111: Amenity Donation Policy, dated August 19, 2025; and BE IT FURTHER RESOLVED, that the policy shall take effect immediately and be implemented by all relevant departments. Crest Grant Funding Commitment – Chilmark Park Compostable Toilets The Board thanked Senator Harckham for his continued partnership with the Village. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: WHEREAS, the Village is committed to maintaining and improving public park facilities to meet the needs of its residents and provide safe, accessible, and enjoyable recreational spaces; and WHEREAS, the Village has a Capital Project as described below:  Compostable Toilets at Chilmark Park - This capital initiative involves the installation of a permanent compostable bathroom facility to replace the current use of portable toilets, which are inadequate, particularly 3  during periods of high park usage, due to issues with cleanliness, odor, and appearance. A well-maintained permanent restroom will greatly improve comfort, accessibility, and convenience for all visitors, especially families, seniors, and individuals with diverse abilities. Additionally, compostable toilets offer a sustainable, environmentally responsible solution that supports proper waste management and public health, while enhancing the overall user experience in one of the Village’s most active parks. WHEREAS, the Village has been working with Senator Peter Harckham on a $100,000 grant to complete this work, and WHEREAS, CREST requires a funding commitment from the Village for any project costs exceeding the total grant amount; and NOW, THEREFORE, BE IT RESOLVED that the Village of Briarcliff Manor is committed to completing this project in its entirety and will cover all costs in excess of the grant via borrowing, cash or other means, and formally approve such funding as a part of the Capital Budget process. Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the September 2, 2025 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law to amend Chapter 186-7, Streets and Sidewalks, Protection of Existing Facilities. Schedule Public Hearing Chapter 178, Solar and Alternative Energy, Article II, Battery Energy Storage Systems Deputy Mayor Chatzky explained the proposed legislation. The Board thanked the BESS Committee for their work and input. Mr. Charles Blowe of Colby Lane asked when the moratorium ended. Village Manager Ringel stated October 15, 2025. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: 4 BE IT RESOLVED that a Public Hearing is hereby scheduled for the September 2, 2025 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law to amend Chapter 178, Solar and Alternative Energy, Article II, Battery Energy Storage Systems. Operating Budget Transfers 24/25 The Board thanked the Treasurer for the level of detail she provided. Upon motion by Trustee Hunt, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Adesina Temilduwa to the Briarcliff Manor Fire Department. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Kathleen Brady to the Briarcliff Manor Fire Department. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Nicola Santucci to the Briarcliff Manor Fire Department. Police Sergeant Promotion Resolution Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that Ronald Yeager is hereby promoted to the position of Police Sergeant at an annual salary of $147,744.10 effective at 12:01 a.m. on August 20, 2025. Minutes Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the minutes of the August 5, 2025 Regular Meeting.
