TOWN COUNCIL REGULAR MEETING Thursday, November 07, 2024 at 7:00 PM Livestream viewing link and meeting materials are available on Town Website https://bristol-in.municodemeetings.com/ MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the regular Council meeting to order at 7:00p on Thursday, November 7, 2024. PLEDGE OF ALLEGIANCE led by Steve Priem ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others present: Marshal Steve Priem, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Fire Chief Nik Kantz, Legal Counsel George Lepeniotis (arrived at 7:04pm) APPROVAL OF AGENDA stands as published. APPROVAL OF INVOICES  Motion to approve the invoices made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. APPROVAL OF MINUTES Approval of Council Meeting minutes of October 17, 2024  Motion to approve the Council meeting minutes of October 17, 2024 made by Dean Rentfrow, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. REPORTS TOWN MANAGER Mike Yoder Resolution No. 11-07-2024-11 AIM Medical Trust Jill Swartz presented an insurance proposal from AIM Medical Trust, offering a PPO and an HSA for our 2025 plan. Requesting Council approval on Resolution No 11.7.2024-11 and contributions of $2K for an individual plan, $3K for an employee + spouse/children plan and $4K for a family plan.  Motion to approve Resolution No. 11.7.2024-11 and contributions for 2025 made by Cathy Burke, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. Council also made a commitment for ongoing minimum contributions for the HSA plan in the following: $1K for an individual plan, $1,500 for an employee + spouse/children plan, $2K for a family plan.  Motion to approve the ongoing minimum contributions as specified above made by Jeff Beachy; Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. Jeff thanked Jill for all the work she did on this for the cost savings. Town Manager Mike Yoder Project updates: Howard property and I & M easement correction CCMG 2024-2 The 2024-2 Community Crossing Grant application was approved. Preliminary award for the project $774,506.25 Project will be for next spring and covers Twin River Trails and Elm Street Bids may take place yet this month Clean up completed where the fire was. Total just over $100K, looks very nice. Many compliments and generating a lot of interest on what will happen next. Next steps include decisions and moving forward with an RFP. NIPSCO started the substation project. Council member Gregg Tuholski asked if they were done with the NIPSCO project on N Division. Concerns that they haven't been back to fix the pavement/asphalt. Mike Yoder stated that they will be back to do the street repairs. Some sidewalk work is in process. Water project continues moving along. WWTP - rain helped the project with compacting the soil and passed the compaction testing. Mike will look up the contract expiration date on billboard in Memorial Park. The billboard is to be removed when the contract expires. Ordinance being worked on to allow ORVs to be allowed in the community, definitions to be amended. CLERK-TREASURER Cathy Antonelli Amend Salary Ordinance No. 11.07.2024-25 Changes include a title change for Dustin Lundgren from Lieutenant to Chief Deputy, adding new hire - Vincent Ambrose and putting a second new hire into position (currently interviewing), rehire - Cody Simon, and increase Officer Chandler Pittman's hourly rate.  Motion to suspend the rules made by Cathy Burke; Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries.  Motion to waive the second reading and adopt Amended Salary Ordinance 11.07.2024-25 on first reading made by Jeff Beachy; Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. 2025 Meeting dates for Council and Park Board 2025 schedules reviewed. The Council will consider cancelling the July 3, 2025 meeting when it gets closer to that date, dependent on agenda activity. The Park Board has a meeting next Tuesday and will review their meeting dates. Once reviewed and confirmed, the calendar will be sent to the media for their records. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. NOTE: Three-year Levy Growth Appeal petition submitted for $246,058, was approved with a modification to $245,838 for 2025. TOWN MARSHAL Steve Priem New hire updates: Introduction of new police officer Vincent Ambrose, who started on Monday. Gary Smith will be a lateral from Middlebury, which will also give Bristol a canine unit. An MOU (memo of understanding) is being worked out for participation in some local community events) Hoping to have Gary and Raider (canine) start December 2, 2024. Cody Simon was previously with the department and will be coming back. Chandler Pittman is about done with field training and then he will go to the Academy. Vinnie Ambrose will be starting his field training and upon completion will also go to the academy. Marshal Priem made note of the hard work that his team has done in their recruitment efforts. Council member Dean Rentfrow asked about the cost to retrain the dog? Marshal noted that their is constant training. Raider is currently certified for tobacco/nicotine. Would like additional training for drugs and tracking. TOWN ATTORNEY George Lepeniotis. Noted that the billboard ordinance should be ready in two weeks NEW BUSINESS – none this evening PRIVILEGE OF THE FLOOR (Public Comments to Council) Mark Mykala – 3395 Fox Chase shared comments and scenarios regarding the noise ordinance and recent construction in his neighborhood, asking if Council would consider making some changes. Construction allowed from 7a-10p, bulldozers, big truck activity, loud music. Jeff Beachy said that the Council will work with Attorney on this.
