MINUTES
CALL MEETING TO ORDER
Council President Jeff Beachy called the General Council Meeting to order on Thursday, November 19,
2024 at 7:00pm
PLEDGE OF ALLEGIANCE led by Dean Rentfrow
ROLL CALL
Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy
Others present: Town Marshal Steve Priem, Clerk-Treasurer Cathy Antonelli, Town Manager Mike
Yoder, and Fire Chief Nik Kantz

TOWN MANAGER Mike Yoder
Council discussion on vacant main street property with notes from Attorney Scott Frissell and Ken
Jones Sr., JPR
Consideration of utilizing the Stoll property for new turning lane and bridge.
Further discussion about property and ownership (I&M and Town) to be cleared up.
Attorney Scott Frissell reviewed the options to own and develop or to lease the properties and what
the next steps would involve. Council member Tuholski likes the idea of selling the property and
investing in the community. Covenants could be added to the sale.
Ken Jones Sr of JPR Engineering suggested getting a comparative analysis done by Baker Tilly.
Council needs to decide what they would like the land use to be, consider restrictions, design
standards, a Resolution will be needed to issue the RFP.
Proposal to adopt best practices and procedures for considering zoning matters
Mike Yoder suggests that the Council adopt the new zoning process for the Town.
Motion to accept the procedure for zoning matters brought before the Bristol Town Council
and to delete d ii and d iv (online comments) made by Cathy Burke, Seconded by Doug
DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Greg Tuholski, Jeff Beachy.
Motion carries.
Council preference on deciding to continue fluorinating Town water
Motion to eliminate adding fluoride to the Town water made by Dean Rentfrow, Seconded
by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Jeff Beachy
Voting Abstaining: Gregg Tuholski. Motion carries.
Community Garden discussion surrounding metered water at the parks and the payment of the
community garden water bill for the last two years. Town property, park board and community
garden usage. Cathy to prepare an additional appropriation request for Thursday, as the bill
amount was not budgeted for this year.
Council member Rentfrow asked about the status of the next CCMG that will cover Elm Street and
Twin River Trails. The project is currently out for bids. Trees have been marked at Twin River
Trail.
