CALL MEETING TO ORDER
Council President Jeff Beachy called the regular Council meeting to order at 7:00pm.

Project update from Town Manager Mike Yoder
-Jill Swartz gave an update on the water project, hoping sidewalks will be done by mid-December.
-Jill also gave an update on the wastewater project – the recent rain aided in compaction and gave us
an $8K savings. This project is 19% complete.
-Water tower plans to start Jan-March, with construction thru August
-ORV Ordinance – the first reading is planned for December 5, 2024
-INDOT - NIPSCO plans to move gas & electric lines next summer, so the street project is being pushed
to 2026. Consider completing our sidewalks on Main Street next summer and Rieth Riley follow up
storewith Main St.
-Handy Spot Liquor store to open Dec 3, fuel station up north opening the same week
CLERK-TREASURER Cathy Antonelli
update on community garden utility bill – working on recalculating the bill on the old rate for the
bulk of the bill
TOWN MARSHAL Steve Priem
Marshal Priem spoke to the agreement (MOU – Memorandum of Understanding) gifting possession of
the canine (Raider) at no charge.
Motion to accept the Drug Dog Agreement between Middlebury School Corporation and the
Town of Bristol for the Bristol Police Department made by Cathy Burke, Seconded by Doug
DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
-Marshal Priem gave an overview of the monthly operations and ordinance reports.
Police car/deer accident – repairs needed, other units being repaired as well. Marshal to look into
quotes and options for code enforcement vehicle, purchase or swap.
-Lazy Boy signs placed throughout Town in parks and in right of ways. (about 30) Signs were pulled and
stored at the police department for store to pick up.
FIRE CHIEF Nik Kantz
-Chief Kantz reviewed the monthly operation report.
- Tower truck passed its tests and certification report given to Clerk-Treasurer. Has to go back but
waiting on parts ($11K) Hope to have it done and back by Jan 1. December 3 will be the pump test.
- Looking forward to the Christmas Tree lighting, December 6. Thanks to the Town for letting Wendell
and Eric for coming out to help get some of the lights up. Still have some to finish up.
- Toys for Tots delivery schedule for Dec 7
- picture fundraiser day this Saturday
PARK BOARD Linda Powell
Congdon Park - Truck or Treat big success! Thanks to all.
Kayak launch to be regraded to a gentle slope for easier access. Old posts removed. Street
department superintendent Eric Funkhouser is looking into mats to replace all of the fall area mulch.
Mats will be expensive. Looking for quotes.
Cummins Park - pickleball nets are down, but if you have your own net, you can still play. The park
board would like to add more parking to the west of the pickleball courts, Town Manager Mike Yoder
will be looking into this. Lights are to be replaced with LEDs. Interest in making a holiday walking trail
with lights possible, looking for help.
Hermance – park board member Mikel Ropp is working on plants for the native and wetland area in
the old playground area and surround it with a walking path down the road.
Five Year plan almost complete.
Community Garden is now closed. Successful season! producing just over 1,000 pounds of vegetables
for the food pantry and general area residents (700 lbs to the pantry) over 200 volunteer hours and
$1,000 donated by garden supporters. $1K used for drip irrigation.
TOWN ATTORNEY George Lepeniotis
George shared options for a potential amendment to the noise ordinance (residential zone)
decibel based restriction #1 and a reasonable person standard #2 (gives flexibility for enforcement),
Council entered into some discussion surrounding time frames and could lean into a sunrise provision
as opposed to a hard starting time, to help allow construction workers (roofers, streets, builders) to
avoid the heat. Council member Cathy Burke would like the Council to into it further. George will come
back with some other thoughts.
PRIVILEGE OF THE FLOOR (Public Comments to Council)
Maxine Foster, CR 104 inquired on what was happening with the corner lots where the fire was.
- Council President Jeff Beachy stated that it was still in process to determine what should
happen. Options include selling the property, leasing or building. Considerations to
restaurant/retail shops. Financial Advisor Baker Tilly will be asked to do a cost analysis (pros/cons
selling vs leasing).
- The County is looking at future expansion of the Division St. bridge due to South bound congestion.
Considerations to adding a lane and including a pedestrian walkway at the same time.
What's going on down on CR 10? (AWT prop) new transmission lines NIPSCO from new substation to
station by Stonemont Court.
- Assistant Town Manager Jill Swartz suggested sharing the results of the postcard survey. Council
agreed and results will be shared on the Facebook page and added to the next newsletter.
TOWN COUNCIL DISCUSSION ITEMS – none this evening.
Jeff Beachy did thank Mike Yoder for removing the snow fence around the properties where the fire
was. Mike noted that Jill Swartz and Eric Funkhouser will be working on some sort of Christmas display
for the season.
