MINUTES
CALL MEETING TO ORDER
Council President Jeff Beachy called the regular meeting to order at 7:00pm on Thursday, December 5,
2024

APPROVAL OF INVOICES
Motion to approve the invoices presented made by Cathy Burke, Seconded by Gregg
Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
APPROVAL OF MINUTES
Approval of the November 21, 2024 regular council meeting minutes
Motion to accept the November 21, 2024 meeting minutes made by Doug DeSmith,
Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg
Tuholski, Jeff Beachy. Motion carries.
REPORTS
TOWN MANAGER Mike Yoder
CCMG 2024 -2 bid opening – two bids offered.
Niblock base bid $344,212.10 and Rieth Riley base bid $499,264.24
Ryan from JPR reviewed the bids while the meeting continued and then came back before
Council and offered the recommendation that the lowest responsible bidder was NIBLOCK.
Motion to accept the $344,212.10 bid from Niblock based on JPRs recommendation made
by Cathy Burke, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow,
Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Services contract with JPR
Motion to approve the Town Engineer (General Services) Agreement with JPR for 2025
contractual services made by Gregg Tuholski, Seconded by Doug DeSmith. Voting Yea: Doug
DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Project updates from Town Manager
1. New website – Mike spoke to the new system format and updates. Discussion followed and Council
was pleased with the coming updated website. Notes to add photos of Town employees and a Public
Notice section for advertising Legal Notices.
2. Stoll Property - Mike Stoll owns the Lavender Patch building and there is one appraisal of $146K,
which Mike Stoll is willing to sell it to the Town for that price. A second appraisal would be
needed. motion to authorize mike structural engineer.
Motion to authorize Mike Yoder to move forward and consult a structural engineer to
pursue the purchase of the property made by Gregg Tuholski, Seconded by Cathy Burke.
Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion
carries.
Plans to be made to add to the next RDC meeting prior to the next Council meeting and possibly
cancel the work session.

Motion to approve Additional Appropriation Ordinance No. 12/5/2024-26 $297,205.95
made by Doug DeSmith, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Dean
Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.

Motion to approve the first reading of Amended Salary Ordinance No. 12/19/2024-29 made
by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow,
Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. This amendment is to add new hire
Josh Dibley.
Motion to approve the first reading of the 2025 Salary Ordinance No. 12.19.2024-28
Council member Rentfrow wants to review a change for the superintendent to have a higher salary
than his employees. Compromise recommendation to be equal to the highest paid employee.
Discussion followed.
Mike Yoder shared with Council that a request from Park Board President for a 3% increase in their
stipend across the board, taking them from $975 to $1K annually was being considered. Council noted
that the Council has not taken a raise for several years and wondered what the justification was for the
request. Council asked that the Park Board review as a whole.
Motion to approve on first reading Salary Ordinance No. 12.19.2024-28 with the amended
salary for the street superintendent from $31.50 to 32.68 per hour made by Jeff Beachy,
Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Cathy Burke, Jeff Beachy. Motion
carries.
Motion to approve Resolution 12.5.2024-12 for Year-End Transfers made by Jeff Beachy,
Seconded by Cathy Burke. Voting Yea: Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
TOWN ATTORNEY George Lepeniotis
Motion to approve the first reading ORV Ordinance No. 12/19/2024-27 Authorizing Off-Road
Vehicles on Highways under the Jurisdiction of the Town of Bristol, Indiana and Imposing
Requirements, Conditions, and Restrictions for Such made by Cathy Burke, Seconded by Doug
DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion
carries.
TOWN MARSHAL Steve Priem
Marshal Priem shared a proposal for purchase of six tasers and cartridges $19,813. Funds already
budgeted within the LIT police weapons appropriation line and hopes to purchase by year end.
Motion to encumber the funds, if needed made by Cathy Burke, Seconded by Dean
Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.

Dean Rentfrow – We need to be planning for a new street dept building and location. Mike Yoder is
looking at some property Monday.
