TOWN COUNCIL REGULAR MEETING Thursday, October 02, 2025 at 7:00 PM Council Chamber Bristol Municipal Complex MINUTES CALL MEETING TO ORDER – Council President Jeff Beachy called the regular Bristol Town Council meeting to order at 7:16pm on Thursday, October 2, 2025. PLEDGE OF ALLEGIANCE led by Mike Yoder ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others in attendance: Town Marshal Steve Priem, Legal Counsel Alex Bowman, Deputy Clerk- Treasurer/Assistance Town Manager Jill Swartz, Town Manager Mike Yoder, Fire Chief Nik Kantz APPROVAL OF AGENDA – stands as published APPROVAL OF INVOICES  Motion to approve the bills made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. REPORTS TOWN MANAGER Mike Yoder Mike introduced Assistant Town Manager Jill Swartz who spoke to a request from Bristol Elementary School "Bring the Zoo To Us" experience which is slated for next Wednesday.  Council approves the request for $220 from the give back fund made by Cathy Burke, Seconded by Jeff Beachy. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Water Project disbursement request - Change order 1, a reduction of $137,199.00 due to change in old water tower demolition plan.  Motion to approve the reduction of the water tower project made by Doug DeSmith, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Mike shared pictures of the new parking lot project behind the museum, the stairway inside the new water tower and the pipe structure. A room will be built inside the room for the stair access. Then pictures of the wastewater treatment project, St. Joseph street project – hoping to be open sometime next week. New business coming to town, Shelby automotive production. The new Town Hall signs need some repairs, so they will be taken back to the shop, repaired and returned. DEPUTY CLERK-TREASURER Jill Swartz Second reading and adoption of Ordinance 10-2-2025-19 for the 2026 Budget $9,236,946  Motion to adopt Ordinance No. 10.2.2025-19 for the 2026 Budget $9,236,946 made by Cathy Burke, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Request to publish Additional Appropriation Ordinance No. 11.6.2025-23 $253,361 for the GGT reimbursements for 2025 and advance to second reading made by Doug DeSmith, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. TOWN ATTORNEY Alex Bowman – no items this evening PRIVILEGE OF THE FLOOR (Public Comments to Council) – no public comment this evening TOWN COUNCIL DISCUSSION ITEMS Cathy Burke – lots of construction, concern that stop signs were being blown down the side streets, Marshal Priem is aware and they are trying to cover that area more to help curb that. Gregg Tuholski – Thank you to the police department for the random times the officers are coming through the neighborhoods patrolling. Note that the Town clean up was not on the water bills this month and some residents plan for the event based on the water bill notice. (Cathy A overlooked it when preparing the bills, apologies to all) Jill noted that the dates and time for Fall Clean Up at the street department at 820 Bloomingdale are October 3 & 4 - 7am to 3pm. Jeff Beachy – Thanks to the fire and police department for Saturday and the quick response to the call in front of his house.
