CITY COUNCIL MEETING
April2,2013
CALL TO ORDER:
The City of Bristol, Tennessee City Council was called to order by Mayor Joel Staton
on Tuesday, April 2,2013, at7:00 p.m. in the Slater Auditorium.
ROLL CALL:
Present: Mayor Joel Staton, Vice Mayor Ben Zandi, Councilwoman Michelle Dolan,
Councilwoman Margaret Feierabend, and Councilman David Shumaker.
Others Present: City Manager Jeff Broughton; City Attorney Jack Hyder; City Recorder Tara
Musick; Secretary Megahn Eads; and members of City staff.
INVOCATION AND PLEDGE OF' ALLEGIANCE:
Mayor Joel Staton gave the invocation, and Matthew Harless of Boy Scout Troop 113 led the
pledge of allegiance.
AGENDA ADDITIONS AND/OR CHANGES: None.
PROCLAMATIONS AND RECOGNITIONS:
Fair Housing Month - Councilman Shumaker read a proclamation designating the month of
April as Fair Housing Month. The proclamation was presented to Community Development
Specialists, Jan Detrick and Mindy Bowman. Ms. Detrick was also recognized for her
forthcoming retirement and years of service to the City.
Bristol Arbor DayÆarth Day - Councilwoman Feierabend read a proclamation designating
ApriI22,2013, as Bristol Arbor DaylBarthDay. The proclamation was presented to Mr. Terry
Napier, Director of Parks and Recreation.
PRESENTATIONS:
Traffic Safefy Ambassadors Program - Police Chief Blaine V/ade and Captain Matt Austin
recognized the student winners of the Traffic Safety Ambassadors Program poster contest,
Tristan Bourassa was the third place winner, Emily Horne the second place winner, and Jadyn
Chapdelaine was awarded first place. Ms. Chapdelaine was in attendance to receive her award.

APPEARANCE OF CITIZENS: NONE.
APPOINTMENTS:
A. Community Development Advisory Committee - Hattye Broady, Donna Felty,.Tim
Matheson, and Eric Roúse were appointed to the Community Development Advisory
Committee by majority vote to serve three-year terms ending April 30, 2016.

CONSENT AGENDA:
City Manager Broughton presented the Consent Agenda to Council. Vice Mayor Zandi moved
to approve, and Councilwoman Feierabend seconded. The following items were approved by
unanimous Council vote:
a Minutes - March 5,2013 City Council Meeting;
a Minutes - March 19,2013 City Council Work Session;
a Resolution 13-31 - A Resolution Awarding Bid for the Purchase of Rifles;
a Resolution 13-32 - A Resolution Awarding a Bid for a Compactor/Roller;
a Resolution 13-33 - A Resolution Authorizing the Submittal of an Application for
Grant Funding under the STOP Violence Against Women Program;
a Resolution 13-34 - A Resolution Approving the Sale of Property in the Tri-County
Industrial Park;
a Resolution 13-35 - A Resolution Awarding a Bid for a Dump Truck;

CITY MANAGER'S REPORT:
City Manager Broughton updated City Council on recent activity in the Tennessee General
Assembly concerning annexations.
In addition, he reminded candidates of election sign placement requirements out of the right-of-
'way.
CITY COUNCIL COMMENTS:
Councilman Shumaker encouraged all citizens to vote at this year's election; Councilwoman
Feierabend encouraged citizens to attend the candidate forums; and Vice Mayor Zandi noted the
voting locations and times.
Councilwoman Dolan spoke about the Stone Castle Rejuvenation Project and the upcoming
fundraising event.
Mayor Staton reminded the community about National Autism Awareness V/eek and encouraged
anyone who knows a family affected by Autism to say an encouraging word.
There being no further business, the meeting was adjourned at7:37 p.m.
