MINUTES OF'THE CITY OF BRISTOL, TENNESSEE SPECIAL CITY COUNCIL MEETING May 28,2013 CALL TO ORDER: The City of Bristol, Tennessee City Council meeting was called to order by Mayor Joel Staton on Tuesday, May 28,2013, at 5:00 p.m. in the City Hall Annex. ROLL CALL: Present: Mayor Joel Staton, Vice Mayor Ben Zandi, Councilwoman Michelle Dolan, Councilwoman Margaret Feierabend, and Councilman David Shumaker. Others Present: City Manager Jeff Broughton; City Attorney Jack Hyder; City Recorder Tara Musick; and members of City staff. Also present were Councilmember-elect Chad Keen and Lea Powers. ORDINANCES AND RESOLUTIONS: A. First Reading of New Ordinances: Ordinance l3-Z - An Ordinance to Adopt a Budget and Appropriate X'unds for the Fiscal Year July 1, 2013 through June 30,2014. City Manager Broughton reviewed the proposed budget and appropriations for fiscal 2014 totaling $106,354,435, a decrease of $2,737,172 from last year. The municipal portion of the budget totals $65,673,007, a decrease of $4,889,979 from last year. This is a decrease of 6.9 percent. Much of the change is attributable to a decrease in Chapter 420Project costs and the closure of the demolition landfill to outside customers, which are offset by increased personnel costs and the reclassification of tax increment fìnancing payments as an expenditure item. The budget is unchanged from that reviewed in work session on April 16, 2013, except for the consensus changes of Council to establish a city litigation tax, modify the proposed Slater Center guest fee, modify the solid waste fee, and decrease the proposed taxrcte from 17 cents to 13 cents, of which 2 cents will be designated for the city's street resurfacing program. The school system portion of the budget totals $40,681,430, an increase of 5.6% percent from last year as approved by the Board of Education at their May 20, 2013 meeting. Councilwoman Shumaker moved to approve the Ordinance on first reading with ad.justments to reflect a reduction in the planned property tax rate increase to 12 cents and an increase in the Slater Center non-resident guest fee to $120 a year, and Councilwoman Feierabend seconded. The motion passed on the following roll call vote: Shumaker, yes; Zandi, no; Dolan, no; Feierabend, yes; and Staton, yes.
