MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL MEETING April 4,2017 CALL TO ORDER: The City of Bristol Tennessee City Council meeting was called to order by Mayor Chad Keen on Tuesday, April 4, 2017, at7:00 p.m. in the Slater Center Auditorium. ROLL CALL: Present: Mayor Chad Keen, Vice Mayor Jack Young, Councilwoman Margaret Feierabend, Councilwoman Lea Powers, and Councilwoman Michelle Reuning. Others Present: City Manager William L. Sorah, City Attorney Danielle Kiser, City Recorder Tara Musick, and members of City staff. INVOCATION AND PLEDGE OF' ALLEGIANCE: Vice Mayor Young, gave the Invocation and Councilwoman Powers led the Pledge of Allegiance. AGENDA ADDITIONS AND/OR CHANGES: None. PROCLAMATIONS AND RECOGNITIONS: 25th Anniversary of the Food City 500 - Councilwoman Reuning read a proclamation recognizingthe25th Anniversary of the Food City 500. The proclamation will be presented at the Race Night Event at the Bristol Motor Speedway on Friday, April 21't. Bristol Arbor DayÆarth Day - Councilwoman Powers read a proclamation designating April 28,2017 as Bristol Arbor DaylBarth Day if Bristol, Tennessee. Mike Musick from Parks and Recreation accepted the proclamation. X'air Housing Month - Vice Mayor Young read aproclamation designating the month of April 2017 as Fair Housing Month. Christina Blevins, Community Development Specialist accepted the proclamation. National Library Week - Councilwoman Feierabend read a joint proclamation with Bristol, Virginia, designating the week of April 9-I5, 2017 as National Library Month. Amy Kimani, Bristol Library Director, accepted the proclamation.  City Council Meeting April4,2017 Page2 of 6 Recognition - Good Samaritan - Ms. Kaela Eads was recognized for her heroic actions. Ms. Eads a student at Tennessee High School and an employee of Pal's Restaurant took immediate action to render life-saving assistance by performing Cardio Pulmonary Resuscitation on an unresponsive infant. PRESENTATIONS: None PUBLIC HEARINGS: NONE APPEARANCE OF CITIZENS: Eddie Mabry, 710 Sunnybrook Drive, stated that he had not heard anything from the City Council since the March 7 meeting concerning Intimate Treasures locating at the entrance of the Sunnybrook Subdivision. He stated that he is still concerned with the business locating there because of children catching the school bus at that location. APPOINTMENTS: Beer Board - City Council addressed the vacancy of one seat on the Beer Board. Mr. Jason Walden was unanimously appointed to the Beer Board to serve an unexpired term of office ending January 31, 2018. Bristol Housing Board - City Council addressed the vacancy of one seat on the Bristol Housing Board to serve an unexpired term of office ending March 3I,2019. This appointment required the applicant to be a resident of the Bristol Tennessee Housing Authority. Dawn Rogers was unanimously appointed to the Bristol Housing Board to serve an unexpired term of offrce ending March 31,2019. Community Development Advisory Committee - City Council addressed the vacancy of two seats on the Community Development Advisory Committee. Mr. Todd Dolehanty and Mr. Chase Mitchell were unanimously appointed to the Community Development Advisory Committee to serve a term of office ending April 30, 2020. ORDINANCES AND RESOLUTIONS: A. First Reading of New Ordinances: Ordinance 17-2 An Ordinance Amending the Official General Plan for Land Use  City Council Meeting April4,2017 Page 3 of6 City Manager stated that the City engaged the consulting firm of McGill Associates, of Knoxville, Tennessee, to perform a comprehensive study of the City's existing trail system and recommend future improvements and strategies for implementing and funding a new trail and greenway infrastructure. This is the City's first effort to develop a comprehensive plan for the trail system and is a critical element of any grant funding opportunity. The effort solicited input from several individuals and groups having any interest in the development of a city-wide trail system. Community Development Memorandum I7-Il details the issue. The comprehensive plan was presented to the Parks and Recreation Commission and Planning Commission on Monday, March 20th. The Planning Commission formally adopted the plan during their March2}th meeting. In order for the plan to become apart of the City's Official Planþr Land Use, Ordinance 17-2 is an item for consideration on first reading during the April 4th meeting of City Council. Councilwoman Powers made a motion to approve the ordinance on first reading, Councilwoman Feierabend seconded the motion. The motion passed by a unanimous roll call vote. B. Adoption of Ordinances (Second Reading): None C. Resolutions: Resolution 17-30 - A Resolution Authorizing Entry into an Agreement Related to Bristol Business Park City Manager Sorah stated that notification was received from the Tennessee Department Economic and Community Development of a grant award in the amount of $500,000 for site development at Bristol Business Park. This grant award was the result of a collaborative effort of Bristol Tennessee Essential Services, Sullivan NETWORKS, and the City. The project will involve the grading and site preparation of a thirty-five acre tract located on the northeast corner of the Park. Once complete, this property will represent the largest tract of marketable "padready" property within the City. This will allow the economic development team to pursue projects previously unavailable due to the lack of large tracts of land within the available inventory. The total project development costs are estimated to be approximately $2,300,000. BTES proposes to fund the construction costs with the understanding that future land sales and property tax proceeds will be made available to offset the costs of this investment. This is consistent with their contractual obligations with TVA regarding the use of electric funds.  City Council Meeting March 7,2017 Page 4 of6 John Weaver, 918 Tremont Avenue, stated that although he was all for more manufacturing jobs, he was concerned about the extra traffic from trucks through school zones because they would have no other way to travel. Eddie Mabry, 710 Sunnybrook Drive, stated that he was concerned with spending a lot of money and not getting a business in the area and spending the money not knowing what kind of business might come. Councilwoman Powers made a motion to approve the resolution, Councilwoman Feierabend seconded the motion. The motion passed by a unanimous roll call vote. Resolution 17-31- A Resolution Adopting a WrÍtten Public Records Policy for the City of Bristol, Tennessee City Manager Sorah stated that the Tennessee General Assembly enacted Public Chapter 722 amending the Tennessee Public Records Act. The amendment required local governing bodies to establish a written records policy in accordance with State guidelines. The City currently has an administrative policy, adopted by the City Manager in 2012, which does not satisfy the requirements of PC 722. PC 722 prohibits local governing bodies from establishing a policy more burdensome that State law. The new policy must include a process for making requests to inspect public records, responding to requests, establishing redacting practices, adoption of fee policy, and designate the title of the public records request coordinator. Exhibit A of Resolution 17-31 provides the recommended Public Records Policy for the City of Bristol, Tennessee satisfying requirements set forth inPC 722. Vice Mayor Young made a motion to approve the resolution, Councilwoman Feierabend seconded the motion. The motion passed by a unanimous roll call vote. CONSENT AGENDA: City Manager Sorah presented the Consent Agenda to Council. Councilwoman Feierabend made a motion to approve the consent agenda, and Vice Mayor Young seconded the motion. He stated that teachers visited businesses in March as part of the annual BTES sponsored "Industry Day". He stated that the CT Program is working hard to prepare students for work after they finish school. He stated that all Juniors had taken the ACT exam in o'Career March. Students had also participated in the first annual Quest Industry Career Fair" at ETSU in Johnson City, TN. Students had met with mentors for the "Tennessee Promise" campaign. CITY MANAGER'S REPORT: City Manager Sorah reminded City Council of several meetings on the calendar for the month of April: Work Session to be held on Thursday, April 6, at Noon, in the City Hall Annex; Kickoff of the Comprehensive Plan, Thursday, April 6 at 6:00 p.m., at the Steele Creek Lodge; Joint Meeting with the Bristol, Tennessee School Board, Tuesday, April II, at 5:30 p.m., at the School Board offices; and, City Council V/ork Session, Tuesday, April 25, aI10:00 a.m. the at Steele Creek Lodge. CITY COUNCIL COMMENTS: Vice Mayor Young stated he and the Mayor had the opportunity to attend the National League of Cities Conference in Washington, D. C. in March. He stated he had the opportunity to meet others with the same interest as we have in our area and felt privileged to attend. Councilwoman Powers stated that it is a process to bring in jobs that require skills and they are working very hard on trying to bring industry to the area. She recognized the hard work that different departments within the city does.  City Council Meeting April4,2017 Page 6 of6 Councilwoman Reuning stated that City is growing and with that comes pain. She stated that she understands there are ftafftc concerns, but we do want progress with minimal risk with maximum results. Councilwoman Feierabend stated the Bristol Library and the Library Foundation will be celebrating National Library Week. She stated that the City Council had been extended invitations to a breakfast at the library to be held on April 1 1. She stated that "Drug Take Back" would take place on April29 in Sullivan County and the region. She said that she is concerned with Exide returning to Bristol, even though she understands we need jobs. She said that City Council did not have a role in decision making on that issue. She apologized to the Sunnybrook residents for not following up with them. Mayor Keen stated we have a lot of positive activity going on in the City. He announced that the inauguration of President Whitaker will be held on Thursday, April 6 at King University.
