CITY COUNCIL MEETING
February 4,2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Mark Hutton on
Tuesday, February 4, 2025, at 7:00 P.M. In the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Mark Hutton, Councllwoman Rae Akard, Councllwoman Margaret Felerabend, and
Councllwoman Lea Powers.
Others Present: City Manager Kelll Bourgeois, City Recorder Mary Lee Williams, Director of Community
Development and Planning Cherlth Young, Director of Economic Development Tom Anderson, Economic
Development Specialist Bretta Morenlngs, Director of Finance Hollle Verran, Fire Chief Mike Carrier,
Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT Network
Technician Nick Fugate, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Mayor Hutton gave the Invocation and Councllwoman Lea Powers led the pledge of allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Bretta Morenlngs was Introduced as the new Economic Development Specialist.
PRESENTATIONS: None
BOARD OF EDUCATION LIAISON REPORT:
Dr. Annette Tudor, Director of Schools, brought Jingle, the Tennessee High School therapy dog, to meet
Council. She Is about eight months old and will not complete her training until she Is one-year-old. She
spends her days at Viking Academy with her primary handler, Ann Oakley who also works there and her
secondary handler Is Kelly Vance. February Is national CTE month and In honor of that Jingle had a
grooming session with CTE students at Tennessee High School today. This week Is School Counselor
Week.
Councllwoman Powers thinks time spent with our animals means a lot to everyone especially students
as many of them do not have that opportunity. She believes Jingle Is a great addition.
