Minutes of the Bristol Tennessee City Council Work Session March 20, 2025 The City Council work session was brought to order by Mayor Mark Hutton on Tuesday, March 20, 2025, at 5:00 P.M. in the conference room of the Ewell Easley Municipal Annex. Members of City Council present included Mayor Mark Hutton, Vice Mayor Vince Turner, and Councilwoman Rae Akard. City staff members present included City Manager Kelli Bourgeois, City Attorney Danielle Smith, Director of Administration Mary Lee Williams, Director of Planning Services Cherith Young, Director of Community Relations Jon Luttrell, Director of Utilities Mark Quickel, Director of Finance Hollle Verran, Accounting and Budget Manager Sheridan Perumal, Fire Chief Mike Carrier, Director of Public Works Brian Ramsey, Director of Community Engagement and Events Terry Napier, Director of Economic Development Tom Anderson, Director of Parks and Recreation Mike Mains, Director of General Services Russell Whitaker, and Senior IT Manager Greg Cross.
